00-871ORIGINAL Presented By Green sheet # � C7 �s9 � � 2 Referred To Council File # �� � �� l Resolution # Committee: Date �� AUTHORIZING APPLICATION FOR THE LIVABLE COMNIUNITIES DEMONSTRATION PROGRAM WIIEREAS, the City of Saint Paul is a participant in the Livable Communities Act's Housing Incentives Program for 2000 as determined by the Metropolitan Council, and is therefore eligible to make application for funds under the Livable Communities Demonstration Account; and 8 WIIEREAS, the City has identified two development and four pre-development (planning) projects within 9 the city that meet the Demonstration Account's purpose and criteria; and 10 11 WHEREAS, the City has the institutional, managerial and financial capability to ensure adequate project 12 administration; and 13 14 15 16 17 18 19 20 21 22 23 24 25 WHEREAS, the City certifies that it wiil comply with all applicable laws and regulations as stated in the contract agreements; and WHEREAS, the City Council of Saint Paui, Minnesota agrees to act as the legal sponsor far the following projects contained in the Demonstration Account applications submitted on September 22, 2000: Capitol Heights, Phalen Viliage Main Street, University and Dale Global Village, Phalen Village Superblock Implementation Pian, Phalen West Master Plan and Hillcrest Village Predevelopment Plan; NO W, THEREFORE, BE IT RESOLVED, that the Director of the Department of Planning and Economic Development is hereby authorized to apply to the Metropolitan Council far this funding on behalf of the City of Saint Paul, and to execute such agreements as are necessary to implement the projects on behalf of Uae applicant.
