WHEREAS, The Council of the City of Saint Paul has duly
considered the communications needs of the City and its
citizens, and
WHEREAS, the Council has found that the construction and
operation of a cable communications system would serve to
fulfill the needs of the City and its citizens, and
WHEREAS, the Council has determined that a cable com-
munications system should be constructed and operated by a
nongovernmental entity, corporation, partnership or venture,
be it therefore
RESOLVED, that the Council does hereby adopt the attached
Invi�ation for Applications and instruct the City Clerk to
publish notice of its availability pursuant to the rules and
regulations of the Minnesota Cable Corr�nunications Board; be
it further
RESOLVED, that the draft regulatory and franchise ordi-
nances are hereby approved for comment and distribution with
the Invitation for Applications.

The City of Saint Paul , County of Ramsey, Minnesota,
invites application for a cable cammunications franchise. A
standard application form shall be completed and submitted
in accordance with the system design and services- as specified
in the "Invitation for Applications" , both of which are avail-
able from the undersigned. Applications will be accepted until
August l , 1980, at 2:00 p.m. All applications received tivill
be available for public inspection during normal business hours
at the City Clerk' s Office, 386 City Hall , St. Paul , Minnesota.
Each such application sha�l be accompanied by a $10,000 non-
refundable filing fee payable to the City of Saint Paul .
