WHEREAS , 1980 is the fifteenth anniversary of VISTA (Volunteers
in Service to America) ; and
WHEREAS , the goal of VISTA is to assist communities in working
toward improving their existence , and VISTA has enabled many low-
income St. Paul residents to join in working to improve their exist-
ence; and
WHEREAS , thousands of Americans from many walks of life have
served as VISTA volunteers devoted to making their country and com-
munities a better place to live by working with people to achieve
the dream of satisfying their basic human needs ; and
WHEREAS , these basic human needs include the need for good
health , food , drinkable water , educational opportunities , freedom
from economic uncertainty , decent housing , a community which pro-
vides support for its citizens , access to needed energy , and rights
under the law; now, therefore , be it
RESOLVED BY THE COUNCIL OF 7HE CITY OF ST. PAUL , MINNESOTA , that
the outstanding achievement and contributions of VISTA over a period
of one and one-half decades be recognized by the people of this city
and that the appreciation of the St . Paul City Council , on behalf of
the people of this city, be extended to the men and women who have
unselfishly served as Volunteers in Service to America ; and be it

FURTHER RESOLVED , that the St. Paul City Council supports Mayor
George Latimer ' s proclamation designating the week of April 20 as
VISTA Appreciation Week ; and be it

FURTHER RESOLVED , that copies of this memorial be transmitted
to the VISTA headquarters in Washington , D. C . and ta-_th.e VISTA
headquarters in the Twin Gities . � -
