WHEREAS, the eitizens of St. Paul have recognized that we
cannot any longer look to foreign nations, oil companies or the
federal government for explanations of or solutions to our energy
crisis; and
WHEREAS, 250 citizens of St. Paul joined together for 100 days
in an intensive and successful effort to develop recommendations
for en�rgy-conserving actions to be taken by the City; and
WHEREAS, the implementation of those recommendations is the
key to the energy conservation effort of St. Paul; now, therefore,
be it
RESOLVED, that an Advisory Committee on City Energy Issues
hereby be created which will:
l. Oversee and monitor the implementation of the recom-
mendations made to the Mayor and City Council by the
Energy Taskforce of 100+;
2. Advise the Mayor and City Council on energy issues
and the forznation of energy programs;
3. Serve as a forum for the community on energy issues;
and
4. Perform other activities in the interest and promotion
o� energy conservation in St. Paul;
and, be it

FURTHER RESOLVED, that the membershi� of said committee be
comprised of /9 members of the now disbanded Energy Taskforce of
100+, and shall be governed as to meeting, records and committee
costs by City Council Resolution approved April 8, 1976 (Council
File No. 266996) or as same may be �rom time to time amended; and,
be it
FURTHER RESOLVED, that the Committee shall remain intact for
so long as it deems its existence necessary or beneficial to City
operations; and that the Mayor shall appoint committee members to
this committee, subject to ap�roval of the City Council, to serve
for a term o�f one year �rom the date of appointment.
