Chrisfine Rozek reported this is an applicafion by Richard Anderson, doing business as S& G Auto Repair at 390 Western Avenue. Fire recommends approval pending a fmal inspection. Zoning recommends placing four conditions on this license as follows: 1) Vehicle salvage is not permitted; 2) Vehicle parts, partially disassembled vehicles, tires, oil, vehicle hoist, or similar items will not be stored ouYdoors. Trash will be stored in the dumpster in the existing enclosed area; 3) No repair of vehicles will occur on the exterior of the lot or on the public right-of-way; 4) The existing obscuring fence sha11 be maintained as required to screen rear pazking area from the street. Kristine Schweinler reported the license was previously suspended by the City Council as needing to be cleaned. The owner at that time was William Anderson. The present application is from Richard Anderson and that is what is before us today. There was an inspecfion done on the properiy at ll:00 am. today, and present were inoperable vehicles, bnxsh, and storage of outdoor items. The property is not cleaned up in Ms. Schweinler's opinion; therefore, she recommends denying the appiication. Mr. Strathman asked is the business operating. Ms. Schweinler responded it does not appear to have been operafing. Mr. Strathman asked was the business closed as a result of the suspension or another reason. Ms. Schweinler responded it was as a result of the suspension. Thomas J. McKinley, Uncommon Conglomerates, 400 Western Avenue North, appeared and stated his business has been neighbors of this facility for three yeazs. Cars were being parked on Uncommon Conglomerate's lot. S& G Auto Repair was asked to move them a number of times, and the cars were moved ovemight or within 3 or 4 days. S& G Auto Repair said they had more business than they could handle and did not have room in the rear of their facility. Used car parts were found in Uncommon Conglomerate's lot and people were milling around cars at night and early in the morning. Oil and petroleum products leached across Uncommon Conglomerate's lot and into the storm sewer. A garbage truck was in their lot for eight months with numerous attempts to have S& G Auto Repair move it. There was a handshake agreement that the exit on O 0 -$y �. They plan to reorganize their parking lot, install a garden for the community, and install a berm to hide that part. McKinley, Uncommon Conglomerates, wrote about broken down automobiles, garbage trucks, dump trucks, broken glass, snow and rainwater runoff permeated with petroleuxn residue and other contaminates, debris in the rear of the lot, and the business using the lot of 400 Western.
