WHEREAS, A municipality may, pursuant to Minnesota Statutes,
Section 462.353, carry on comprehensive municipal planning activ-
ities for guiding the future development and improvement of the
municipality; and
WHEREAS, The Council of the City of Saint Paul may, pursuant
to Minnesota Statutes, Section 462.355, Subdivision 3, adopt or
amend a comprehensive plan or portion thereof after a recommendation
by the Planning Commission; and
WHEREAS, The Planning Commission has in substantial part rec-
ommended adoption of a plan for District 8 as a part of the City
comprehensive plan; and
WHEREAS, The following action by the Council of the City of
Saint Paul is not an implicit adoption of a comprehensive plan of
1963 or other portions thereof recommended by the Planning Commis-
sion; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does
hereby adopt the plan for District 8 (a copy of which is attached
hereto and marked Exhibit A) , subject to such review by the
Metropolitan Council as may be required by law.

Re: Planning Commission certification of the Surrnnit-University '
District 8 Plan
Dear Mayor Latimer:
On November 30, 1979, the Planning Commission certified the Summit-University
District 8 Plan. District plans are propsed amendments to the Comprehensive
Plan, and must be adopted by the City Council before they come into legal
effect. "Certification" by the Planning Comnission represents their
recommendation to the Mayor and City Council that the plan should be adopted.
After the District 8 Plan was adopted by the District 8 Council in May, 1979,
the plan had undergone extensive review within the district and among city
—= agencies and departments before the Council adopted it and again this summer
during Planning Commission review. The Planning Cormnission certified the
plan on November 30 after conducting a public hearing.
The plan is submitted to you and the City Council as adopted by the district.
The Planning Commission agrees with its content and recommends its adoption.
The plan is certainly one of the most complete and comprehensive plans
developed. The issues discussed address the major concerns represented in
the neighborhood,in particular those dealing with housing, redevelopment
and commercial improvements.
Please forward seven of the enclosed copies of the District 8 Plan to the
City Council and ask them to review and act on it. .

RESOLUTIO�� FOR CERTIFICATION OF 'DISTRICT 8 PLAN
WHEREAS, the District 8 Planning Council , working with the Planning Division
staff, prepared a preliminary district plan for District 8 and used it to '
gather input from area residents; and
WHEREAS, the District 8 Planning Council and the Planning Division staff
prepared a second draft, the District 8 Plan, which the Planning Council
adopted and submitted to the Planning Commission; and
WHEREAS, the Planning Commission has reviewed the District 8 Plan in light of
citywide plans and comments from adjacent districts, city department heads,
Planning Division staff� and the people who spoke at a public hearing; and
WHEREAS, the District 8 Plan was written to be a portion of the Comprehensive -
Plan of the City of St. Paul ; and . -__
WHEREAS, prior to adoption of the entire� Comprehensive Plan, as required by
the t�letropolitan Land Planning Act of 1976, portions of the plan will be �
adopted as they are developed, and subsequently combined into a single
amended and internally consistent Comprehensive Plan; and '
4JHEREAS, the Pl�nning Commission reached favorab'le conclusion� on all major '
District 8 Plan recommendations;
NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission certifies the
District 8 Plan and recommends to the City Council adoption of the District 8
Pian as a segment of the -Comprehensive Plan for the City of St. Paul , contingent
upon MetropoTitan Council review.

Dear Council President Showalter and members af the City Council :
On November 30, 1979, after holdin� a pc�blic hearing, the Planning
Commission certified the District 8 Plan. District plans are proposed
amendments to the Compreherrsiue P�an, and must be adopted by the City
-. Council before they come into lega1 effect. "Certification" by the
Planning Commission represents their recommendation to the Mayor and the
City Counci7 that the pian should be adopted, I agree ��vith the Planning
Commissior,'s recommendation and request that the City Council review the
plan and set a date for its public hearing.
This plan represents a major update of eity and district policies affecting
Surr�nit-University. The plan was drafted by Summ�t-University residents in
1978-1979 and submitted to the Planning Commission for its approval . The
District 8 Planning Council adopted the plan in May of 1979. The Planning
Corrrnission conducted a review of the plan with City departments and agencies
this past summer. After their public hearing an November 30, the Planning
Commission certified the plan and forwarded �t to me.
This plan makes good basic recommendations relating to the major issues
affecting District 8o In particular, its housing section addresses not only
the need for structural impravements but the necessity of providing housing
opportunities for all the income groups in the district. I recommend your
adoption of this plan and urge you to schedule a public hearing at the
earlies� date.
