WHEREAS, The United States Congress is currently evaluating
various programs that contribute to the health maintenance of the
nation' s urban centers; and
WI�REAS, The National Association of Community Health Centers
has taken an active role in supporting the more effective delivery
and maintenance of health care to all of our nation' s citizens;
and
WF�REAS, The Council of the City of Saint Paul has strongly
been supportive of the upgrading of the care available to the
young, old, and disadvantaged; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul hereby
indicates its support for continued congressional financial support
in fiscal year 1981 for the concepts of �ommunity and Migrant
Health Centers; a National Health Service Corps; a Child Health
Assurance Program; the passage of the Mental Health Systems Act;
the upgrading of Out-Patient facilities serving the medically un-
derserved areas; and the Urban Indian Health Services Program;
Medicaid and Medicare; and a National Health Insurance Program.
