STAFF PRESENT: Dennis Senty, Code Enforcement
The meeting was called to order at 131 p.m.
1132 Selbv Avenue
Michelle Hawkins, appellant, appeazed and stated there was a fire on August 5 on the Third Floor
of 1132 Selby Avenue. One of her friend's children caused the fire. This happened when Ms.
Hawkins was out of town. When she returned, she tried to fmd shelter or stay with a friend, but
it is difficult to find housing because she has seven children. There is a five bedroom that will be
available the end of September. Ms. Hawkins has nowhere to go and has paid her August rent of
$1,450. She talked to a City worker named Steve who told her to stay at 1132 Selby Avenue for
a week. The electricity is off on the 3rd Floor. Today, she found a storage area for her items.
She was told she had to be out of the house by today, but she would like one more week.
Gerry Strathman asked has she talked to the owners about their plans. Ms. Hawkins responded
the owners are going to work on the house, but they do not know when. She has not enrolled her
children in school because she does not know where she is going to live; however, she will use
her present address and enroll them soon. Her children are 6 through 15 yeazs of age and are
well behaved. Ms. Hawkins has been worlting with a community council representative in order
to work out things with her neighbor because her neighbor keeps calling the police. Ms.
Hawkins thinks the situation is racial. Her neighbor feels she is on Section 8, but Ms. Hawkins is
not on Section 8 nor is she on welfare. She is not working right now because she is trying to find
housing. The American Red Cross is going to pay her damage deposit, but she has to fmd a
place soon before her time expires. She used her emergency assistance of $1,450 on the house.
Mr. Strathman stated this order of condemnation was issued on August 29. It is illegal to collect
rent on condemned properiy; therefore, Ms. Hawkins should not pay rent for September.
Dennis Senty reported he issued a condemnation order in conjunction with his supervisor Steve
Magner. After inspecting the building, it was deternuned that hazards do exist. In order to do
the repairs, the house would have to be vacated because of the e�tensive damage to the roof, attic
framing, and Second Floar ceilings. The roof is open and admits rain so damage will increase as
time goes on. The water damage from rain may extend down to the Second Floor wa11s and attic
area. Extensive extension cord wiring to the Second and Third Floors is very hazardous. The
bathroom has no GFCI electrical protecrion against shock. There aze collapsed ceilings and
water damage in the house. Adults can be reasoned with about the problems, but this could
present a danger for children.
