Council Resolution Presented By Referred To Committee: Date Out of Committee By Date - 2 - because there are more children needing care due to the high number of working mothers; and WHEREAS, demographic, economic and social changes have changed American society and children have become more critical to our society's future survival than most Americans realize; and 4JHEREAS, because so many young children have working mothers, and because society has provided so little support for young children and especially young children needing child care, the need and demand for child care services and parent-consumer subsidies is not being adequately met by either the public or private sectors; and WHEREAS, the risk in failing to provide quality care for young children has an enormous price--a generation with lost potential and a future society unable to maintain itself; now, therefore, be it RESOLVED, children should be our first priority, and meeting their needs, especially during the early and formative years, should be the highest concern of both public and private institutions, and that in the future we must encourage family care, assure access to formal child care services, assure that care in both formal and informal settings meets children's developmental needs, and promote parent, care giver and community awareness of the needs of young childrn in our society; and be it FURTHER RESOLVED, that the St. Paul City Council supports Mayor George Latimer's proclamation designating the week of April 6 through April 12, 1980, as the "Week of the Young Child."
