BLUE -MAYOR File NO. ���+ Council Resolution Presented By Referred To Committee: Date Out of Committee By Date WHEREAS, the City Council is required by the Heritage Preservation Ordinance (Saint Paul City Ordinance 16006) to approve any application by the Heritage Preservation Commission to the National Register of Historic Places; and WHEREAS, the Heritage Preservation Gommission has asked for City Council consent to nominate the Rochat-Louise-Sauerwein Block, a designated Saint Paul Heritage Preservation Site, to the National Register of Historic Places; and WHEREAS, the owners of all three of these connected buildings have requested the Heritage Preservation Commission to make this nomination; and WHEREAS, piacement of the Rochat-Louise-Sauerwein Block on the National Register will allow the owners to take adva�tage of tax benefits for restoration; and WHEREAS, the Rochat-Louise-Sauerwein Block is an excel7ent grouping of Victorian corr�nercial buildings, and is the best physical remnant of the nineteenth century appearance of Old Fort Road, the original link between downtown Saint Paul and Fort Snelling. NOW, THEREFORE, BE IT RESOLVED, that the City Council of Saint Paul supports the Saint Paul Heritage Preservation Cor�nission's nomination of the Rochat-Louise- Sauerwein Block to the National Register of Historic Places. City Council will hold a public hearing at 10 a.m., April 3 in Council Chambers, City Hall, to discuss a proposed Historic Hill Heritage Preservation District. The proposed municipal historic district, recommended to the Council by the Heritage Preserva- tion Commission, contains the largest concentration of excellent nineteenth century architecture in the city. The district includes landmarks such as the Saint Paul Cathedral, the James J. Hill house, several National Register sites, the Woodland Park National Register District, and a substantial portion of the Historic Hill National Register District. Boundaries of the proposed district are Marshall, Selby, and Iglehart Avenues on the north, Grotto and Dale Avenues on the west, Oakland Avenue on the southwest, and Irvine Avenue on the south- east. (A map is attached.�• "The historic district status will guarantee that each of the 600 structures in the district is pro- tected by review powers of the Heritage Preservation Commission," said Terry Pfoutz, the Planning and Economic Development Department's city planner for the commission. The Hill District's recommended preservation program is a set of flexible guidelines that will serve as criteria for permit review decisions. �?he guidelines will assure property owners that permit reviews will be based on clear standards rather than on the tastes of individuals," Ernest Sandeen, Chairperson of the Heritage Preservation Commission, said recently. The preservation district is endorsed by the Ramsey Hill Association, Woodland Park Neighbor- hood Association, Neighbors Incorporated of Dayton Avenue, District Eight Planning Council, and District Sixteen Planning Council/Summit Hill Association.
