00-841ORIGINAL RESOLUTION CITY OF SAtNT RAUL, M Presented Referred To CouncII File # p�_ ky � Sheet # � p�_ b�g 3 Committee Date 1 WFIEREAS, the Saint Paul City Council has heazd concerns across the city and particulazly from neighbors of the 2 Gopher State Ethanol Plant at Minnesota Brewing Co. in the West Seventh, Crocus Hill and Ramsey Hill 3 neighborhoods regazding the distinct odor from the plant; and 4 WHEREAS, the concerns about air quality, livability of neighborhoods and the right to enjoy the use of one's 5 backyard aze of eminent concern to the Saint Paul City Council; and 6 WfIEREAS, the Mayor's Administration through the Department of Plaiming and Economic Development is 7 currently meeting with representatives of the neighborhoods, the Minnesota Brewery, the Minnesota Pollution 8 Control Agency, Wazd 2 Councilmember Chris Coleman's office and consultant groups to find solurions to the 9 distinct odor; and 10 WHEREAS, solutions that may be appropriate to control the odor from the plant may haue a fiscal impact on the 11 City of Saint Paul and the Minnesota Brewing and Gopher State Ethanoi; and 12 WHEREAS, the Saint Paul City Council recognizes the important role that the Minnesota State Legislature, 13 specifically Saint Pau1 Delegation members Senator Sandy Pappas, Representative Carlos Mariani and Representative 14 Andy Dawkins, will haue in implementing the necessary changes to the ethanol plant to reduce the distinct odor; and 15 WHEREAS, The Saint Paul City Council also recognizes that the Minnesota Pollution Control Agency, the 16 Minnesota Department of Agriculture and the Department of Trade and Economic Development will have a vital 17 role in controlling emissions and providing the necessary resources to keep Minnesota Brewing and Gopher State 18 Ethanol Plant a viable operation; now therefore be it Oo—ff 1 RESOLVED, that the Saint Paul City Council requests that the Mayor's Administration begin discussions 2 immediately withthe appropriate agencies and state elected officialstohastenthe resolution ofthe distinct odor from 3 the Gopher State Ethanol Plant; and be it fitrther 4 RESOLVED, that the Mayor's Administrafion make a progress report back to the city council on September 27, 5 2000 city council meeting. oR«i�vAL Requested by Department of: � Appi � � Form Approved by City Attorney � Approved by Mayor for Submission to Council � Adopted by Council: Date �,`�- .\`5 r} O o l Adoption Certified by Council Secretary O o -.
