File 18099 Page The Couac� of the City of St. Paul will hold a public hearing in the Council Chambers af the City Hall and Court House (third floor) at 10:00 A.M. on March 25, I980 about the advisability of proceeding with City Pro�ects P-0716 and P-080�, which propose: - Street paving, sanitary sewer repair, sidewalk construction and street lighting on CEDAR STREET from Sixth Street to Eighth Street; MINNESOTA STREET from Sixth Street to Eighth Street; SIXTH STREET from Cedar � Street to Minnesota Street; and EIGHTH STREET from Cedar Street to Minnesota Street. The esti.mated cost of these projects is $500,00.00 and will be financed as fol- lows: Assessments (By Agreements) $ 18,700.00 Urban Renewal Bonds 145,600.00 Capital Improvement Budget 152,300.00 Other City Aid 183,400.00 Total $500,000.00 If you wish detaiZed information regarding this proposed improvement,. you are invited to meet with the technical advisors in Room 286, City Hall at 9:30 A.M. � to 10:00 A.M. the same day as the hearing or you may telephone 298-5311 for construction information or 298-4701 for lighting information. . VALUATIO:I AND ASSESSMENT ENGINEER • _ Summary of Engineering Recommendations Report Prepared - March 19, 1980 Public Hearing - March 25, 1980 ADVISABILITY AND DESIRABILITY PROJECT: Improve Cedar Street from Sixth Street to Eighth Street, Minnesota Street from Sixth Street to Eighth Street, Sixth Street from Cedar Street to Minnesota Street and Eighth Street from Cedar Street to Minnesota Street, by constructing or reconstructing sidewalks , street paving, sanitary sewer repair, and by constructing an ornamental lighting system, u�der City Projects P-0716, P-0805, V-0708, and T-1131. INITIATING ACTION: This project is a continuation of what was known as the "Capital Center" Project for upgrading downtown streets. Work on these streets has been held in abeyance until the development of the block east of Dayton's. • EXISTING CONDITIONS: Roadways around Town Square have been significantly disturbed by construction. The sidewalks on the west side (along Dayton's) and south side (along the Skyway Building) are sunken and in need of replacement. As the Town Square Project nears completion sidewalks� signals, and lighting will be needed. In addition, recent sewer i�spections have indicated the need for extensive sewer repairs. PROPOSED IMPROVEMENTS: This project proposes to make necessary sewer repairs, replace existing sidewalks where necessary, construct a new sidewalk around the Town Square site, repair and overlay the streets, construct signals, and install an ornamental lighting system. ALTERNATES: Because much sidewalk and curb has been removed in conjunction with Town Squa�e, this project is seen as necessary, and the do nothing alternate is not considered realistic. It would be possible to go to complete street removal and construction, but the added construction time, funding, and street closures make that a very unattractive alternate. POSITIVE BENEFITS: Improvement of streets, walks� lighting and signals will complement the Town Square Project. • Town Square - 2 - March 19� 1980 ADVERSE EFFECTS: This project is expected to cause disruption .to traffic in the downtown. Every effort is being made to minimize this disruption, but unfortunately, its timing coincides with work being done by the Minnesota Department of Transportation on the Lafayette and Kellogg Bridges which will result in their being closed during construction around Town Square. SPECIAI CONSIDERATIONS: About half of the funding for this project is through 1980 Capital Improvement Bonds. If we are not able to use bonding for this project, then it is felt that an alternate funding source will have to be found. The sewe� repair and some of the sidewalk repair are necessitated by settlement: It is felt that this has been caused by Town Square construction. An attorney has been assigned to this matter and will be seeking reimbursement for damages as is determined appropriate. TIME SCHEDULE: Construction should begin in May and be completed by the beginning of August.
