Green Sheet # t O 4 8' 4$' � y. , Committee Date Resolution endorsing the creation of debt obligations for the purpose of reducing the energy use at certain City facilities by use of 0% guaranteed loans offered by the Northern States Power Company (NSP) to the City of Saint Paul. 1 WHEREAS, it is the policy of the City of Saint Paul to reduce the energy consumption of its' facilities wherever 2 possible; and 3 WHEREAS, NSP has provided guazanteed 0% interest financing to the City for the propose of energy use 4 reduction; and 5 WHEREAS, the City has facilities that would qualify for fmancing based on a ten year payback period, which is 6 a requirement of the NSP program; and 1 WHEREAS, some of these facilities have heating systems that have failed or are failing and must be replaced 8 for the 200Ql2001 winter season; and 9 WHEREAS, the monthly repaynent of dollar amounts covered by the loans guaranteed by NSP is designed to 10 be approximately equal to the monthly savings in energy therefor resulting in little or no increase in operating 11 budgets for individual facilities for the life of the loan; and 12 WHEREAS, the equipment that would be instalied into the various facilities (see list below) would have a life 13 expectancy of approximately 25 yeazs, thus providing appro�mately 15 years of energy savings after the 14 repayment of NSP guaranteed loans; now, therefore be it I S RESOLVED, the City Council approves entering into such loan agreements guaranteed by NSP for the purpose 16 of increasing the efficiency of City owned facilities; and 17 18 19 20 21 22 23 24 RESOLVED, that the City Council approves the application of these funds and authorizes entering into such NSP 0% guaranteed financing agreements as required for work, as appropriate, at the following facilities: 1. The Forestry crew office at the Forestry Warehouse building, 1100 North Hamline Avenue. 2. The Groveland Kids' Pazk facility, 2045 St. Clair Avenue. 3. Bastview Recreation Center, 1675 East 5` Street. 4. Hayden Height Recreation Center, 1965 East Hoyt Avenue. 5. Arlington Hills Recreation Center, 665 Rose Avenue Esat. 6.
