WHEREAS, City of Saint Paul officers and employees are
frequently invited by various persons, firms , corporations ,
labor unions , partnerships , or professional associations to
attend meetings where meals are served or attend various
promotional events ; and
WHEREAS, such invitations to attend such events as guests
may be interpreted as gifts under the terms of Chapter 25.02
of the Saint Paul Administrative Code; and
WHEREAS, it was never the intention of this council to
prohibit the attendance of city officers and employees as guests
at such public functions; no therefore be it
RESOLVED, that we hereby go on record in stating our reasons
for adopting the following admendments as exceptions to Chapter 25
of the Saint Paul Administrative Code: .
"Sec. 25.02 (e) . The gift or receipt of tickets
entitling the bearer to admission to a sporting,
theatrical, musical, testimonial exhibition or other
promotional event.
(f) . The gift or receipt of a breakfast, lunch,
or dinner. "
