WHEREAS, The City of Saint Paul has initiated tLe Parking EnYorcement Officers and Community Liaison
Officers programs in an effort to increase the diversity of the Police Department 6y hiring college students to
provide valuable services to the city, and
WHEREAS, these Parking Enforcement Officers and Community Liaisnn Officers incut educational espenses
that are not paid by the City of Saint Paul, and
WI�REAS, The Mayor pursuant to Section 10.071 of the Charter of the City of Saint Paul, doea certify that
there are available for appropriation funds of $15,000, in excess of those estimated in the 2000 budget; and
WHEREAS, The Mayor rernmmends that the following addition be made to the 2000 budget:

Puking Enforcement Officers and Community Liaison Officers are required to attend college cc�,arses leading to their becoming
a police officer. The Minnesota Peace Officer Standards and Training Board has provided the Saint Paul Police Department
with funds to help minority recruitment. These funds will be used to reimburse the Pazking Enforcement Officers and
Community Liaison Oflicers for educational expenses that they incur.
ADVANTAGESIFAPPROVED
Pazking Enforcement Officers and Community Liaison Officers will be able to complete their education quicker. Thereby
makiug them eligible for police officer posifions faster.
