• PURPOSE AND RATIONALE FOR THIS ACTION: •
It i"s requested that funds be transferred from the Contingent Reserve
- - Account to���he Mediatiori �xperise Account to provide sufficient funding
- for the remai�.der of 1980 for. payments to outside counsel in cases
wl�ere the �;��y Attorney �:as a::conflict of interest. Funding for 1980
was ; $23,00�?: (h�.tside, counsel expenses incurr_ed in representing City
employees� in the Carchedi v. Latimer et al. and Mordh v. Rowan et al.
_ lawsuits to�al $3 , . x, er.e are a so outsi e counse expenses
_ being inc�u.rr:ed in connect:ion with� several human rights cases. We are
_ r�questing�,a: transfer of �16,480.00 to the Mediation Expense account to
_ cover outsta�.ding bills i�-these suits and to provide funding for the

The Finance Committee, at its meeting of July 3, 1980, recommended approval of
the following:
1 . Resolution transferring funds from Contingent Reserve to Mediation �xpense Rccount
to provide funding for payments to outside counsel in conflict of ir�terest cases.

Section 3.M (Special Employment) of the Civil Service Rules and establishing in
Section 3Z a class specification for title, and abolishing title and specifications

new title of Clinical Program Manager-Physician. (11085-GM)
