BE IT HEREBY RESOLVED that the Council of the City of
Saint Paul does hereby accept the quitclaim deed relating to
Tract C of Registered Land Survey No. 340, lying within that
portion of Capp Road heretofore dedicated by grants of
easement to the City of 5aint Paul and accepted on May 2, 1978,
and the City Attorney is hereby directed to file the quitclaim
deed in the proper office of recordation.

D. AUTHORIZATION TO PAY ALLEY ASSESSMENTS IN IRVINE PARK, DISTRICT 9
�
Staff reported that a condition of vacating Sherman Street between Ryan and
Exchange Streets in Irvine Park required a grant of easement by HRA to the
City for an L-shaped alley. Although current policy requires new alley
construction be assessed, this alley primarily benef its the redevelopment �
undertaken by Portfolio, Inc. and a previQUS Board action committed HRA
to pay this developer's share. Since prior to the ch^-�ge of policy on
assessments CD Year II funds were budgeted and are available for the
construction of the alley, staff. recommended the Board authorize payment
of all assessments for this alley from the CD Year II funds for Irvine Park.
Commissioer Roedler moved approval.
Commissioners Tedesco, Butler, Hozza, Levine and Roedler voted in favor
of the motion. Chairman Sylvester abstained.
E. AUTHORIZATION TO EXECUTE DEED OF DEDICATION FOR PORTIONS OF WYCLIFF, ENDICOTT,
HERSEY AND ALLEY IN BLOCK 69, DISTRICT 12
Staff requested authorization to execute and deliver the necessary conveyances
to comply with conditions of vacation resolutions (Council File Nos. 27-506 and
2703Q adopted February i, 19;8) and Commissioner Tedesco moved approval as set
forth in the following resolution:

RESOLVED by the Board of Commissioners of the Housing and Redevelopment Authority
of the City of Saint Paul, Minnesota, that the proper officers are aut:iorized to
execute a Grant of Easement to the City of Saint Paul described as follows:
For Street Purposes
A strip of land 14 feet wide being the westerly and northwesterly 14.00 feet of Lot 1,
Block 1, and of Lots 1, 2, 3, 4, 5, 6, 7, 8, 9, and 10, Block 2, Rearrangement of Blocks
62, 67, 68, and Lot 1 of Block 75, St. Anthony Park, together with the westerly 14.00
feet of Dakota Street vacated, which accrued to said lots by the vacation thereof.
The westerly 14.00 feet of the following described tract: The southerly 1/2 front and

� Staff reported that this site had been committed to the Montessori Fourtdation
with the understanding that they would be submitting sufficient documentation
l to warrant a tentative developer designation; h'owever they have now indicated
that they have no further development interest. Staff said this parcel is an
exception to the present land sales moratorium in District 8 and requested
authorization to advertise the site for 30 days, requesting interested. parties
to submit development proposals. Commissioner Roedler moved approval.

Staff reported the contract with Chicago Title Insurance Company to provide tit2e
information and closing services for all acquisition and dispo�ition program
activities would expire May 31, 1978. Staff proposed two new procedures: (1)
That abstracting costs be borne by HRA's purchasers who would reimburse HRA for
any fees paid for abstracting, and (2) �'hat HRA bear the cost of the purchase of
a Title Insurance Policy for the redeveloper, in order to satisfy Disposition
Contract terms and conditions to furnish proof of good and marketable fee simple
title. Staff also requested authorization to (1) amend Contract No. 77-52 with
Chicago Ti.tle Insurance Company increasing the "not to exceed" maximum cost from
the current $47,500 to $69,500 with an expiration date of May 31, I979 and (2)
enter into a contract with the Ramsey County Abstract Clerk in a "not to exceed"
amount of $30,000 for the period June 1, 1978 through May 31, 1979 (with the
anticipation that of the total� contract; $26,000 would be reimbursed by HRA
purchasers) , Commissioner Hozza moved approval of the proposed policy changes and

Saint Paul, Minnesota, a public body corporate and politic, of
Ramsey County, Minnesota, for and in consideration of the vacation
of a portion of Endicott Street, and the acceptance by the City
of Saint Paul of certain dedications of easements for street
sewer purposes, by resolution of the Saint Paul City Council
dated May Z, 1978, Council File No. 271000, conveys and quitclaims
to the City of Saint Paul, a municipal corporation, the grantee,
