An administrative Resolution changing the title of
Groundsman to Groundsworker and establishing the
titles and class specifications for Groundsworker--
Water Department and Groundsworker--Board of
Education in the Civil Service Rules.
RESOLVED, that the Civil Service Rules be amended in Section 3.G
(Labor Mai.ntenance Group, Ungraded) by striking out the title of Groundsman
and substituting in lieu thereof the title of Groundsworker; and be it
FURTHER RESOLVED, that the Civil Service Rules be fux�t,her amended
in Section 3. G (Labor-Maintenance Group, Ungraded) by inserting the titles of
Groundsworker--Water Department and Groundsworker--Board of Education;
and be it
FINALLY RESOLVED, that the CiviT Service Rules be further amended
in Section 32 by striking out the class specification for Groundsman and inserting
the attached class specifications for Groundsworker, Groundsworker--Water
Department, and Groundsworker--Board of Education.

2. Resolution changing mileage for Saint Paul Fire Supervisors. "
3. Resolution making bargaining changes in mileage effective June 1 , 1980. �
4. Ordinance amending Chapter 93 of Administrative Code covering reimbursement
to elected and appointed officials for mileage.
5. Resolution amending 1978-1980 Maintenance Labor Agreement between the
Independent School District No. 625 and Painters Local #61 . (11052-GM)
6. Council Resolution to amend Project 93079-002: Groveland Recreation Center
Site Development to: Groveland Recreation Center Site Development & Building
Completion to permit expenditure of monies now available on completion of

ACTION REQUESTED
We recommend your approval and submission of this Resolution to the City Council.
PURPOSE AND RATIONALE FOR THIS ACTION:
This Resolution abolishes the title and class specification for Groundsman
and substitutes in lieu thereof the new title and class specification for
Grovndsworker. The purpose is to update tlie minimum qualifications
and change the title to conform to the newly created titles covered below.
This Resolution also establishes the titles of Groundsworker--Water
Department and Groundsworker--Board of Education in 5ection 3. G
(Labor-Mai.ntenance, Ungraded) of the Civil Service Rules, and it also

Duties and responsibilities:
Under supervision, to perform manual labor in a park, on a
playground, or other public grounds; and to perform related
work as assigned.
E�amples of work performed: �
To operate self-propelled, and manually operated mawing equipnent.
To water and, mow golf tees, greens, roughs and fairways.
To see that grounds are kept neat and orderly.
To assist forestry crews in eleanup after trimming operations and
in other forestry related work performed on the ground.
To cut grass, sprinkle lawns, trim hedges, rake leaves, pick up
brush and branches.
To cut and lay sod.
To aerate and fertilize tees, greens, fair�vays and lawns.
To cut and spray weeds.
To mulch leaves.
To care for playing fields.
To act as crew leader when working with Park Aides.
To do manual labor in connection with forestry operations in the
Water-Shed, and in the Parks Departeient.
To maintain skating facilities, including putting up poles for
lights, and installing hockey rink boards.
To make minor repairs on mowers and other equipment.
To set up and repair fences including snow fences.
To shovel snow.
To operate a snow-blowing machine.
To perform janitorial work and to fire and maintain low-pressure
boilers.
To operate chain saws to cut up debris and branches.
To fell trees with power and manually operated equipment.
To operate tractors on ground maintenance assignments.
To drive vans, pickups and other smaller vehicles in connection
