An administrative Resolution establishing the
title and class specification for Welder Leadworker
in the Civil Service Rules.
RESOLVED, that the Civil Service Rules be amended i.n Section
3.D (Equipment Maintenance, Ungraded, Group), by inserti.ng in
proper alphabetical order the title of Welder Leadworker; and be it
FURTHER RESOLVED, that the Civil Service Rules be further
amended in Section 32 by inserting the attached class specification for
Welder Leadworker.

We recommend your approval and submission of this Resolution to the City Council.
'i PURPOSE AND RATIONALE FOR THIS ACTION:
I This Resolution establishes tlie title of Welder Leadworker i.n Section
I� 3.D (Equipment Maintenance, Ungraded) of the Civil Service Rules,
' and it also establishes in 5ection 32 a class specification for this ti.tle.
' The hourly wage rate will be $10. 27, and effective July 1, 1980, this
hourly wage rate is i.ncreased to $10. 90.

WELDER LEADWORKER
DESCRIPTION OF WORK
General Statement of Duties: Performs lead work directing and participating
in skilled trade work involving the joining, cutting, repairir.g, modifying
or redesigning of inetal work; directs the snowplow mounting operation; and
performs related duties as required.
Supervision Received: Works under the general supervision of a unit
supervisor.
Supervision Exercised: Exercises close supervision directly over skilled
and semi-skilled workers.
TYPICAL DUTIES PERFORMID
The listed examples may not include all duties performed by all positions in
this class.
Directs and participates in the operation of acetylene, electric and arc
welding equipment used in repair work.
Supervises, trains and evaluates the work of others engaged in welding and
coordinates the snowplow mounting and dismounting operations.
Inspects all equipment used in snowplowing; evaluates and makes recommendations
regarding the suitability of trucks for snowplowing.
Evaluates wear and damage to snowplows; makes modifications to prevent
further damage.
Orders and maintains a supply of steel, parts and supplies used in the welding
shop; assists with the selection of snowplowing equipnent.
RNOWLIDGES, SKILLS AND ABILITIES
Considerable knowledge of the tools, materials and procedures used in welding,
brazing, soldering and cutting metals.
Considerable skill in the safe use of hand and power tools and equipment used
in welding, joining and cutting metals and in the nse of restraining devices
used to position parts to be welded.
Considerable skill in repairing, designing and modifying equipment with or
without the aid of blueprints.
Ability to read and interpret blueprints and rough layouts.
Ability to demonstrate work practices and to direct work.
Ability to understand and follow complex oral and written instructions and
technical plans and specifications. �
Ability to drive all equipment used by Public Works, including sweepers,
front-end loaders and graders.
MINIMUM QUALIFICATIONS
Seven years' experience as a welder or as a blacksmith whose duties include
welding; or completion of a one-year course in welding as offered by
Saint Paul TVI or equivalent institution and six years' experieace as
a welder or as a blacksmith whose duties include welding. Must obtain
a Class B Minnesota Driver's license prior to certification.
