WHEREAS, pursuant to authorization by law, the
Mayor has appointed Ella Thayer to the position of
Administrative Aide I, now, therefore, be it
RESOLVED, that said appointment is hereby concurred
in and in all respects approved and ratified.

Attached you will find two resolutions. One appoints �lla
Thayer to the position of Administrative Aide I. The second
appoints LeeAnn Turchin to the position of Secretar_y to the
AZayor. Ella currently holds the title of Secretary to the
��ayor and LeeAnn is currently classif ied as a Clerk Steno III.
I ask your approval of these appointments .
The reclassification will not alter the actual number of
employees in the Mayor ' s Office. '_'he purpose of the reclassifi-
cation is to recognize the increased duties and responsibilities
of both individu�ls as their roles have evolved over the past
four years they have been emploved by the r'tayor 's Office.
In the case of Ms . Thayer, she has increasingly assumed aide-
type responsibilities. Currently she does minimal direct clerical
work as such, spending the vast majority of her time on scheduling
issues and administrative issues having to do with direct Mayoral
responsibilities. Clearly, given her current �ob functions , and
her increased responsibilities over the past four years , P'[s . Thayer
deserves the Administrative Aide classification.
Likewise, Ms . Turchin has, in effect, moved in behind N►s . Thayer
to assume those duties normally associated with the Secretary to
the Mayor position. Although she remains as the P4ayor ' s Office
chief receptionist, she has demonstrated remarkable competence in
successfully undertaking the variety of secretarial level tasks
so important to the daily operation of the 1`�ayor ' s Office.
Currently, Ms. Turchin performs direct secretarial functions for
myself, as ��ell as carrying out other assigned clerical responsi-
bilities in the office.
