WHEREAS , in April , 1980, the City Council requested a
solid waste plan and in the discusszon indicated that if job
changes were neoessary , all employees would be treated in a
fair and equitable manner consistent with their employee ' s
years of service and abilities .
- WHEREAS , the administration requested in excess of 40
new positions in the 1981 budg�t
WHtREAS , testimony was presented to the Council Finance ,
Personnel and Management Committee on December 3 , 1980 that
clearly showed the wishes and the intent of the Council has
not been followed, in the treatment of employees , many of
whom have city service in excess of fifteen years .
RESOLVED , that no new positions authorized in the 1981
budget should be filled until such time as the spirit of
the April , 1980 resolution with respect to continued employment
of those sanitation workers with long-term city service is met.

Dear Council President Maddox and Council Members:
Based upon testimony received at the December 4 Finance Committee
meeting, it is my intention to bring the attached resolution to
the attention of the Public Works Committee at its meeting of
December 5, 1980.
My motivation i� what I consider to be failure to meet the spirit
of the April 1980 Council resolution with respect to the city
ending participation in the solid waste collection business. After
reviewing the resolution, I must say that it does not absolutely
state that all sanitation workers with 15 or more years seniority
would be provided with some manner of city employment. It is my
recollection as one of the members of the Council most deeply
involved in the discussions at that point that that was our clear
intent.
As chair of the Finance Committee, I am also aware that we are adding
40 new positions in the 1981 budget. I find it difficult to justify
adding new positions while we have people with up to 30 years
seniority -- far in excess of the 15 mentioned in the resalution --
who are being laid off. Because the 1981 budget has already been
adopted, the Council is without power to take any further action�.
What this resolution does do is put the Council firmly on record in
stating that some accommodation with these Iong-time city employees
should be made before we begin hiring any new people in 1981. I ask
your concurrence with this resolution.
