(See altached map for project location) Standard for Which Variance is Requested We hereby xequest a variance allowing tt�e existing vertical street profile meefing the requirements for a 25 mph design speed, in lieu of the required 50 kn/h minimum. The project scope, as it applies to the roadway, will be a mill and ovexlay of the existing surface in conjunction with the xeconstzuctiQn of sidewalk on both sides of Sibley Street. Existing Roadway Sibley Street is a MSAS street, classified as a"B" minor arterial in Saint PauPs Transportation Policy P1an and serves as the major nozth-south cortidor in St. Paul's Lowertown. The properties adjacent to the roadway are commercial. The average daily traffic (ADT) is 8,750 vehicles per day. A variance reguest allowing the sidewalk reconstruction portion of this project with the existing street width remaining was approved by the Commissioner of Transportation in April of 2000. Page 1 of 3 Resporrsive Servic¢s • Qualiry Facilities • Emp[oyee Pride � 00 -'Iqq The street is relatively straight, except for a slight jog to the west of the Kellogg Boulevard intersection and descends in elevation over the three block distance from north to south towazd the Mississippi River (Fifth �treet to W arner Road), with the steepesC grade occurring in the block closest to the River between Kellogg Boulevard and Wamer road. The profile slope varies as follows: in the block from Fifth Street to Fourth Street, an approximate 2.0 to 3.9 percent slope range; in the block from Fourth Street to Kellogg Boulevard, the slope is approximately 6.2 percent; in the block from Keliogg Boulevazd to Second Street, the slope is from approximately 2.0 to 6.7 percent; and from Second Street to Warner Road the grade is approximately 1.5 percent. Current State Aid standards for a 50 knrQ� design speed aze not met in the azea of Kellogg Boulevard due to the steep grades and inadequate vertical curve lengths. The exisung profile cuirently meets a desagn speed of 40 kmlh (ZS mph} in this area. The posed and design speeds for Sibley Street in the proposed project area are 42 km(h (30 mph). A variance is requested by the City of Saint Paul to allow the proposed mill and overlay of Sibley Street between Wamer Road and Fifth Street with the existing profiles to remain. The accident data for Sibley Street at the intersections of Kellogg, Fourth and Pifth Streets are attached. Proposed Pro�ect The City of Saint Pau] proposes to reconstruct both sides of the sidewalk on Sibley Street fron Warner Road to Kellogg Boulevard except for the east side of the walkway from Keilogg Boulevard to Fifth Street. Reason for V ariance Request The section of Sibley Street that requires a variance would not be changed after the conshuction. We are doing sidewalk constructian with mill wark and overiaying that is needed in conjunction with the street restoration due to the sidewalk reconstruction. The variance is needed due to the 2 to 6.7 percent slope from Warner Road to Kellogg Boulevard with a 30 mph speed zone that do not meet State Standards; there aze no plans to change the slope on Sibley Sh�eet from Fourth Street to Second Street. As mentioned, the traffic lanes will be re-striped back to their original width after completion of the sidewalk reconstruction. Effects of Variance Re uest a) Adjacent properties If tt�e project is constructed as proposed, it will not require acquisition from adjacent properties. If the variance is denied and the project is built to State Standards, it will require the City to reduce the slope of the existing street. Neither option is practical. b) Pedestrians Construction of the project to the standard wiA have no affect on pedestrians. Page 2 of 3 00 —'119 �7 B�� Construction of the project to the standard or the variance will have no significant impact on bicyclists. d) Motoring Public It is felt that the variance will not significantly impact the motoring public. 'I'he lane widths on Sibley Street will remain the same. Construction to the standard slope will have a minimal benefit. e) Emergency Vetricles Construction of the project to the standazd slope or to the variance slope is minimal. � Costs The difference in consttuction cosi of the standard slope and the variance width is minimal. We believe this variance request is justified, since our construction does not involve changes to the street or the traffic lanes. Proposed Pro�ect The City of Saint Pau] proposes to reconstruct both sides of the sidewalk on Sibley Street fron Warner Road to Kellogg Boulevard except for the east side of the walkway from Keilogg Boulevard to Fifth Street. Reason for V ariance Request The section of Sibley Street that requires a variance would not be changed after the conshuction. We are doing sidewalk constructian with mill wark and overiaying that is needed in conjunction with the street restoration due to the sidewalk reconstruction.
