WHEREAS, the Council of the City of Saint Paul recognizes that its housing
stock is one of its most important assets; and
WHEREAS, the thrust of planning in Saint Paul has a many-faceted goal which,
by and large, focuses on a comprehensive housing plan which deals with the need
to furnish primary, affordable housing to its citizens; and
WHEREAS, the planning focus also emphasizes that deteriorating rental housing
in the city should be rehabilitated by use of subsidies and regulations as necessary
to insure that rental increases and displacements are minimized; and
WHEREAS, the revitalization of neighborhoods should be our first priority, and
the rehabilitation of existing solid housing units within our neighborhoods is a
primary concern to all of those whose efforts are devoted to the betterment of
our city; and
WHEREAS, Mayor Latimer views this proposal as one that could serve as a pilot
project and which, if successful and if funding permits, could eventually be
incorporated into the ,�ity's ITA program; and
WHEREAS, the Margaret-Sibley, Railroad Island ITA Rental Housing Rehabilitation
Proposal addresses the problem of housing rehabilitation in its neighborhood of
Saint Paul in a positive, well thought-out way; now, therefore, be it
RESOLVED, that the Saint Paul City Council co►rnnends and enthusiastically
supports the Margaret-Sibley, Railroad Island ITA Rental Housing Rehabilitation
Proposal and encourages the support of this proposal by the private and public
sectors by whatever means possible.
