The meeting was called to order at 2:05 p.m.
Gerry Strathman stated this hearing is being held to hear objections to the license application for
GB Core, Inc. at 500 Bush Avenue.
Corinne Asuncion reported this application is for a Recycling Collection Center License.
Inspections for environxnental health, fire, licensing, and zoning have all been approved. LIEP is
recommending approval of the license with the five conditions listed below, which have been
signed by the applicant:
1) The collec6on and processing of parts for shipment shall be conducted inside the building.
2) The business operation at this licensed premise shall not be in the manner of an auto
salvage use.
3) There shall be no exterior storage.
4) The handling and storage of vehicle fluids, batteries, etc. sha11 be in accordance with the
Ramsey County Hazardous Waste Regulations.
5) The dumpster must be stored on the properry and not in the alley, street, or on the public
sidewalk.
Ms. Asuncion stated she would like to add one more condition because this business is within
500 feet of residential property. This condition has not been signed by the applicant:
6) The business hours of operation shall be from 7:00 a.m. to 7:00 p.m.
Bruce Sylvester, District 5 Planning Council, appeared and stated he sent a letter dated May 26
ouflining their concerns. The strongest case he has is the first concern. 1) Several City staff
members have told hun it is illegal to operate in Saint Paul prior to being issued a license. This
is taken directly from City code. 2) There has been illegal disposal of hazazdous materials: oil
and fluorescent bulbs are being thrown into a dumpster. 3) Some work has been done on the
building without perxnits. This is an industrially zoned site that is adjacent to a residenfially
zoned area. 4) Engine and auto parts are frequently left outside of the building.
A final point, stated Mr. Sylvester, that is not mentioned in his letter is construction
debris-crushed cinder blocks-scattered on the public street and alley outside the business. This
can be a problem for tires. The plannuig council met once with the manager on site. Through
those conversations and because of the concerns of the neighbors, the planning council voted to
not support the license.

Mr. Strathman asked why he presumes there is construction without permits. Mr. Trooien
responded he has not seen permits posted. Kristine Schweinler (LIEP) was at the site,
estabiished there was no permit, and told them to stop whatever they were doing.
Autumu 1999, stated Mr. Trooien, there was a lot of activity at 500 Bush Avenue. He presumes
that is when GB Core moved in. A lot of hucks and activity appeared in the Spring of 2000.
The Task Force was concemed about traffic, noise, and hours of operation. Mr. Trooien is
mostly troubled by the pollution. Oil on the ground will be there for a long rime. Also, Mr.
Trooien received a call from Gien Berhow.
Mr. Strathman asked is it their perception that the way this business is being operated is
disturbing the neighborhood or that it will in the future disturb the neighborhood. Mr. Trooien
responded he has seen some things that are disturbing to him. The alley was paved last summer
and re-oiled a few weeks ago. Trucks with heavy loads and heavy engines aze destroying the
a11ey, which is not as bad as dumping, but still a concem. Traffic, noise, and biocldng the road
are not a problem because they are the cost of doing business.
Gien Berhow, owner and president, and Jim Yarosh, attorney, appeazed. Mr. Berhow stated GS
Core, Inc, is a Wisconsin based corporation. They have a large operation in Green Bay,
Wisconsin where there is a 40,000 square foot building and 4 acres of fenced yard. Everything is
done inside the building as it will be done in Saint Paui. The business has been in existence
since 1987. They have leased a buiiding in Saint Paul since 1990. There was an operation on
Pennsylvania Avenue for about six years. They leased a building at 893 Pierce Butler Route for
three years, whach expired in October 1999.
Mr. Berhow went on to say they are a growing company and were looking at better business
decisions and decided to purchase a building at 500 Bush Avenue. It was purchased on a land
conCract deal. When he first looked at the building, it was a mess, and there were a lot of legal
issues that were defaulted on. The building was rented before it was purchased in Jtme, at which
time GB Core took ownership. They have been cleaning it up. The building has been used in a
minimal working operation. GB Core supplies used engines and components to production
engine rebuilders across the United States. The operation in Saint Paul is a satellite operation:
all that is done here is purchasing.
Mr. Berhow had a conversation with Troy Trooien and tried to explain the operation to him. Mr.
Berhow has gone to the extreme end in trying to make this a neighborhood operation, but it will
not happen overnight because there is too much work to do on the building. All he is doing with
the building is cleaning it up, taking down old wails that aze already half knocked down,

windows that were boarded up, doors that are not functionable. The fire mazshal has been at the
building monthly.
Mr. Strathman stated he is concerned about the allegations of hazardous materials. Mr. Berhow
responded that is not accurate. Sherrie Wings from the Fire Department has been there at least
ten times in the last few months. They have done all the things Ms. Wings asked them to do.
This building pteviously looked so bad that it was a dumping ground for mattresses, tires, etc.
Their waste management box has been put inside the building because dumping is still a
problem.
What are they doing with the fluids from engines, asked Mr. Strathman. Mr. Berhof responded
they have specially made benches. These engines are loaded onto a huck and aze sold to GB
Core. There might be .OS% of fluids from 100 engines; the amount is that minunal. That little
bit is drained into a container as requested by Ms. Wings. She also requested that the barrels
used aze put on special pallets. They have four barrels, but they won't collect four barrels of
fluids over a year's time. Everyone has rushed to conclusions. This building is under review by
the fire department and by the DNR (Department of Natural Resources).
Mr. Strathman asked about the claim that there was construction without permits. (Mr. Berhow
explained some of the photographs from Mr. Trooien.) Mr. Berhow stated he talked to someone
in LIEP, explained what they are doing, and that they were removing things from the building.
He was told by a representative from LIEP that as long as things are pre-existing and pre-framed,
he is not required to have a permit because they are not changing anything.
Mr. Strathman asked about the additional condition regarding the hours. Mr. Berhof responded
the employees are usually done by 4:00 p.m. 7:00 would never be a problem.
Mr. Trooien asked is the business recycling engines. Mr. Berhof responded they have done a
minimal amount with the engines or whatever.
Mr. Trooien stated he counted five dumpsters of stuff going out. He does not think this is a tiny
operation. Mr. Berhof responded GB Core is not a tiny operation: they se111,500 engines a
month. Those are approved recycling bins. These are not junk engines: they have $750,000 in
inventory. When this business is rum�ing, they may be doing $250,000 a week in purchases.
They run a clean operation in Green Bay, and it will be no different in Saint Paul. GB Core does
not look like an engine caz broker place. Everythii�g is shrink wrapped, prioritized,
computerized, and on racking.
He does not think Mr. Berhof is telling the truth, stated Mr. Trooien. The pictwes are taken from
a six month period. He has seen a pattem of sloppiness outside GB Core. There is a serious
operation going on. Mr. Trooien is not concerned that they are computerized nor that they do a
good business in Green Bay. Rather, he is concerned about pollution he has seen everyday for
the past nine months. Mr. Berhof is not addressing this and it speaks to his veracity.

Mr. Sylvester stated the business has acknowledged they aze already operating, which is a
violation of City code. The fact that they aze operating without a license speaks volumes about
how they are going to manage their business to the benefit of Saint Paul. He urged Mr.
Strathman to take this into consideration.
Mr. Berhof stated the minimum amount they aze doing is the transition from the other building to
this building. These gentlemen aze describing things that have happened in the past. GB Core is
going to make this a nice operation.
Mr. Strathman staTed he is troubled that GB Care is operating without a license. Unfortimately,
this happens with disturbing regularity in the City. Operating without a license is not in and of
itself a basas for denying a license. The concern of the neighbors is substantial; howevei•, there is
a license condition that the business will handle fluids applicable to County regulations. Mr.
Strathman does not see a basis for denying this license.
Gerry Strathman recommended approval of this license application with the six conditions as
listed on Page 1. These conditions have been approved by Glen Berhof.
