Whereas, The Council of the City of Saint Paul, together with
, its City Clerk, has duly canvassed the returns of the votes cast at
the County and State General Election held in said City on the 4�th
day of November, 1980, upon the ratification or rejection of a pro-
posed ordinance to prohibit construction of a People Mover System,
and
Whereas, It appears from said returns and the canvass thereof
that 80,558 electors voted in favor of the approval of said
proposed ordinance and 31,66o electo,rs voted against the approval
thereof; and
Whereas, the Saint Paul City Charter, Section 8.0�+, provides
that a majority of the votes cast at the election on the question
must approve the proposed ordinance before said ordinance becomes
effective; now, therefore, be it
Resolved, that the proposed ordinance by an initiative petition
has received a majority vote in favor of its adoption, and is hereby
declared to be effective upon publication of this resolution.

WHEREAS, an initiative petition proposing an ordinance
���y/
to be submitted to the voters which would prevent public
financing, either federal, state or local, of a downtown
people mover system has been filed with the office of City
Clerk on September 10, 1980; and
WHEREAS, the petition purported to contain 5, 278 signatures;
and
WHEREAS, the City Clerk has reported to the Council on
September 23, 1980, that the petition has been checked for
compliance with the requirements of Chapter 8 of the St. Paul
City Charter and contains 4,061 valid signatures of St. Paul
voters; and .
WHEREAS, the Charter requirement of 8% of the votes cast
for mayor in the last city election applied to the total vote
of 37,003 results in a requirement of 2,960 valid signatures
for validity of the petition; now, therefore, be it
RESOLVED, that the Council of the City of St. Paul, _
pursuant to Section $D3 of the St. Paul City Charter, hereby
determines that said petition is sufficient and valid; and,
be it
FURTHER RESOLVED, that the City Clerk is hereby directed to
take the necessary steps for publication of the proposed ordinance
and place�ent on the ballot for the November 4, 1980 general
election.
