WHE'REAS, the City Council of Saint Paul (Council) ha�s no objection
to the Sta.te of Minnesota (State) conveying certain ta.x forfeited land to
the Housing and Redevelopment Authority of Saint Paul (Authority) for
develapment purposes; and
WHER�AS, the Land Cormnissioner of Ramsey County, Minnesota (Couxity)
ha.s established an appraised va.lue of Five Thousand ($5,000.00) Dollars
for sa.id tax forfeited land, described as follows:
"Westerly 1�2 of Lot 5, Block 13, A shton and
Sherburne's Addition"
(og-12oo0-050-13)
and
WHEREAS, the Authority does have a need to acquire said land for
development purposes; naw, therefore, be it
RESOLVED, that the City approve the conveyance of said tax forfeited
land by the Sta.te to the Authority for development purposes for the sum of
Five Thousand ($5,000.00) Dollars, said sum shall be deposited with the
Crnanty in order that this land may be conveyed for said pnarposes.

Dear Mr, Donovan:
The Department of Planning and Economic Development (PED} has received a
letter from the Capitol Area Architectural and Planning Board (CAAPB) ;
concerning the above-referenced tax forfeit property. CAAPB passed a ;
Resolution authorizing tlie release of this property subject to their standards, �
policies and design guidelines. �

PED/HRA is currently in the process of finalizing a housing development located �
at 782-780 Capitol Heights. It has been determined that the site does not have i
sufficient area to meet zoning requirements for six condominium units. The f
developer has been approved for financing under the McKnight Family Housing r
Fund Program based on these numbers and any change would cause the 'project to �
be infeasible.

As indicated in CAAPB letter, they have authorized release of a parcel of land t
located at 784 Capitol Heights, adjacent to our si.te. It is the intention of �
PED/HRA to request purchase of this property from Ramsey County for their stated
value of $5,000.00, and create a viable housing development. ;

Therefore, consider this letter a formal request to acquire the above-referenced I
property for the stated value of $5,000.00. The check will be delivered to your
office within four weeks, along with the proper application for deeding the
property to HRA.
It is, also, our understanding that the property will not be redeemable by the
previous purchaser, prior to completion of this acquisition. The housing
project is essential for the area and all efforts should be put forward to make
it a reality.
