William Donavan Valuation and Assessment Engineer Da.te: August 26, 1981 Subject; Petition of I�mline LTniversity of St. Pau1 for the va.cation of a portion of Pascal Street. Public Hearing - September l, 1981 The petitioner, Hamline University of Sa.i�rt Pa.ul, proposes to include this portioa of Pascal Street to an improved recreation area. The improved recreation area will be fenced and will includ.e horseshoe pits, volleyball and ba.dmi.nton courts, a soccer field, a basebg.11 field, three softball fields, and bleachers and dugouts. The area will be used by the University for recreation, iater-mural athletics andve.rsity athletics. In addition, it will be �de ava.ilable to the surrounding c��+�*+�ty on a scheduled ba.sis. The area to be va.cated is 60 feet by 125 feet, consisting of 7,500 square feet and is zoned RT-l. The Department of Public Works l�s reviewed the proposed vacation area and reports t�at a 30 foot wide permanent sewer easement must be retained centered along the existing 30 inch R.C.P. storm sewer. The centerline of the existing sewer is siX (6) feet east of the centerline of Pa.scal Street. Public Works Department also requests that the petitioner be responsible for all cost and expense in the reconstruction of the street intersection on the north side of Taylor Avenue at Pa.scal Street to include the relocation of drainage facilities and the construction of new sidewalks, boulevards, and• curbing across the said proposed va.cated street, all to the satisfaction of the Department of Public Works. The Department of Public Works has no objection to the proposed vacation of Pascal Street, subject to the easement restrictions and responsibility as indicated above. The Water Utility maintains a private wa.ter mai.n in Pa.scal Street north of Taylor Avenue for Hamline University, subject to terms of an agreement with the origina.l awners of 908 North Pa.scal Street and 1465 Taylor Avenue. Mr. John Bruemmer of Hamline University has advised the Water Utility Engineering staff that there is no longer a need for the private water main because the property will no longer be used for residential purposes. The Water Utility �� is therefore in a position to recommend approval of the proposed va.cation, subject to pa.yment to the Utility by Hamline University of $200.00 for the cost of cutting off the existing private water ma.in. Northern Sta.tes Power Compar�y reports one pole and a 4-inch gas main and one 12 inch ga.s service in the proposed vacation area. There were no other objections or reco�nmendations from any other public or priva.te agencies involved. In viej�r of the foregoing, I recommend that the vacation be approved, subject to the following terms and conditions : 1. That -�he description of the street to be vacated read a s follow s: A 11 that part of Pa.scal Street lying between the extensions Westerly of the North and South lines of Lot 1, Block 3, Waterhouse' Subdivision of Lot 3 Block 3 College Place East Division. Ir-2: That the va.cation be subject to a11 the terms and conditions of Chapter i3o, codified M�rch 1, 1981 of the St. Paul Legislative Code, as amended, including the retention of all public utilities easements. � ..3'. That a specific easement be reta ined to protect the existing Northern States Power ComparLy gas line present�y located in the proposed vacated Erie Street. 3� That the proposed vacation be subject to payment to the Water Utility by Hamline University of $200.00 for the cost of cutting off the existing pri�a.te water main. �, fj.
