RESOLUTION EXPRESSING SUPPORT FOR A FAIR CONTRACT
FOR AMERICAN FEBERl�TION OF TELEVISION AND RADIO
ARTISTS (AFTRA) ANI3 THE SCREEN ACTORS GUILD (SAG).
Whereas, in an effort to establish equity in pay structures, the American Federation af Television
and Radio Artists (AFTRA) and the Screen Actors Guild (SAG), unions representing some 1,300 people
in the Twin Cities area and over 140,000 nationwide, have been on strike against the advertising industry
since May 1, 2000; and
8 Whereas, the advertising industry is enjoying unprecedented prosperity, with record revenues and
9 profits; and on average, payments to actors make up less than 1.4 percent of the cost to produce and air a
10 commercial and Twin Cities union actors average less than $5,000 per year in earnings from commercials;
11 and
12 Whereas, the theater community and the motion picture and commercial film and video industry
13 are significant cultural and economic contributors to the quality of life in the City of St, Pau:; and without
14 the crucial income from commercial work many actors would no longer be available t� work in the theater
15 and in motion pictures made in St. Paul, thereby putting an important arts community at risk; and
16 Whereas, actors appearing in networktelevision commercials are currently paid on a"pay-per-play"
17 basis, and the advertising industry proposes to compensate these actors with a flat fee amounting to a
18 70 percent pay cut; and
19 Whereas, cable television networks are now able to compete on a near-equal footing with broadcast
20 networks and there is no longer anybasis for treating cable network commercials differently from broadcast
21 network commercials, but the advertising industry has refused to discuss "pay-per-play" far cable
22 comrnercials, offering instead a flat fee that would amount to less than minimum wage on a daily basis; and
23 Whereas, despite their stated desire to "modernize° the commercials contracts, the advertising
24 industry has refused to discuss the monitoring of commercials, which could be done with existing
25 technology, and they have also refused to discuss a system of equitable compensation for commercials
26 shown on the Internet; and

i Whereas, the unions' most recent proposal was flatly rejected by the advertising industry, an action
2 which killed renewed negotiations before they began; and
3 Whereas, with the strike now in its fourth month it is high time that the leaders of the
4 multi-billion-dollaz advertising industry sit down with representatives of AFTRA and SAG in a sincere
5 attempt to create a pay structure for actors in radio and television Commercials that would exclude
6 crippling pay cuts and would assure a fair and equitable resolution of this labor dispute.
7 Now, therefore, be it resoived by the City Council ofThe City of St. Paul that the City Council urges
8 in the strongest terms that representatives of the advertising industry and representatives of AFTRA arLd �
9 SAG resolve this labor dispute in a manner that avoids deep pay cuts and respects the legitimate interests
10 of the parties.
11 And be it further resolved that copies of this resolution be presented to AFTRA, SAG, and
12 advertising industry leaders.
