WHEREAS, the City of St. Paul has steadfastly supported public mass transit in
the Twin Cities as an integral component of our over-all transportation system; and
WHEREAS, energy shortages, rising fuel costs, and general inflation in the
economy have resulted in rapidly escalating transit operating costs, requiring both
increases in transit fares and operating subsidies; and
6JHEREAS, the Metropolitan Council , mandated by the 1980 Minnesota Legislature,
has now completed a feasibility study of Light Rail Transit (LRT) as a component of
the metropolitan transit system; and
IrJHEREAS, the City of St. Paul served as a member of the Project Coordinating
Group of said study; and
WHEREAS, said study has shown that LRT could be feasible in one or more corridors
in the Metropolitan area, and particularly in the University Avenue Corridor linking
the two central cities of Minneapolis and St. Paul , because it would carry the largest
volume of people and highest peak load as well as provide a high potential for high
density development and redevelopment; and
WHEREAS, the Metropolitan Council and the Minnesota State Legislature must now
evaluate the findings of said study and determine as appropriate course of action
to address Metropolitan Transit needs and the specific role of LRT to serve selected
transportation corridors;
NOW, THEREFORE, BE IT RESOLVED THAT, the St. Paul City Council supports amendment
by the Metropolitan Council of the Metropolitan Transportation Policy Plan to
eliminate its prohibition on the provision of fixed guideways for the exclusive use
of transit; and

The Saint Paul City Council further supports immediate initiation of the next
stage of the study process, a more detailed examination of the University Avenue
Corridor, including appropriate preliminary engineering, cost estimates, and
financing alternatives along with an examination of development/redevelopment
impacts and future interface with other potential corridors emanating from and
extending through the Central City Business Districts; and
BE IT FURTHER RESOLVED, that the Saint Paul City Council urges the P�linnesota
State Legislature, as funding agent for the Metropolitan Council , P1etropolitan
Transit Commission and Minnesota Department of Transportation, to take the
legislative steps necessary to provide funding for this critical and much needed
further analysis of LRT feasibility.
