276639 WHITE - CITY CLERK �� CANARY - DEPARTMENT PED�ParIt1I1 COUflCll ��5� � � BLUE - MAYOR g �G I T Y O F S A I N T PA U L File N O. o ncil Resolution Presented By Referred To Committee: Date Out of Committee By Date WHEREAS, the City Council of the City of Saint Paul has, on October 2, 1980, authorized the establishment of a Shopper Parking Program including reimbursement of operation and maintenance costs to participating parking facility owners to provide free shopper night parking for a 90 day (October through December, 1980) demonstration period; and WHEREAS, the Parking Administration and paxking facility participants have reviewed the results of this demonstration periad and desire to continue this program thraugh 1981 to improve downtov�m evening parking; and WHEREAS, the Parking Commission has revie�ted these recommendations and recommends the continuation of this free shopping night program on Monday and Thursday evenings and each weeknight during the holiday season; and WHEREAS, the City's participation in this program will not exceed $150,000 for the present participants in this 12 month period which is presently budgeted in the Parking Fund; and WHEREAS, the Parking Comznission, parking facility participants and the downtown retail community are all supportive of increased downtown evening use and recommend to the City Council the expenditure of these budgeted funds for tne evening shopper parking program. NOW THEREFQRE BE IT RESOLVED, that the proper City ofricials are hereby authorized and directed to update and execute on behali of the City and in a form and manner approved by the City Attorney's Office, new agreements with each individual parking operator presently participating in this program. BE IT FURTHER RESOLVED, that upon approval and execution of these new agreements, reimbursement shall be retroactive to January 5, 1981, and cont�nue through December 31, 1981, during which time the program will be evaluated.
