The minutes of the meeting of February 10 , 1981, were approved as distrib-

to occupancy , to permit use of apartments which do not meet space require-
ments , because of practical difficulty and financial considerations .

Nellie Schneider, tenant of Apt. #4
PROCEEDINGS : Ms . Hobelsberger explained that her building consisted of
two asement apartments , four units on first floor sharing one bathraom,
four on second sharing one bathroom, and one on third. Basement units
and the one on third each had bathrooms within the walls .
Alice Bij jani said there iaere two other violations : two units were :ZOt of
sufficient size , and an llth unit had been added illegally. The property
was zoned for ten units . Apt. Nos . 4 and 9 were only 110 . 6 sc{. ft. , and
dwelling units for a single occupant reauired 150 sa. ft. or more .
Ms . Schneider said she had lived in Apt. No. 4 for 30 years and found it
very comfortable . �
BOARD ACTION: Mr. Tilton moved to grant a variance to permit four persons
to share one bathroom facility on the first and second floors . Mr. �aus-
man seconded. MOTION CARRTED AND SO ORDERED.
THE VOTE: Ayes - 6 Nays - 0 Abstentions - U
BO�RD ACTION: Mr. Tilton moved to grant a variance on occupancy of Apt. 4
for the duration of Ms . Schneider' s tenancy only. . Mr. Knutson seconded.

per a ning to fire safety requirements , to permit use of exit from roof
as emergen�y escape route , and request that present apartment entrance
doors not be required to be equipped with automatic closures nor thatfire-rate
doors with closures be installed in doors from laundry area to stairwells ,
because of exnense , and inconvenience to residents .
APPEARANCE : Daniel P. Commers
PROCEEDINGS : Mr. Knutson said h.e would abstain from voting on this case
because he had made a bid on the installation of an alarm system on both
properties .
Mr. Commers said he was willing to have integrated alarm systems put in
both buildings , but he felt the city should then not insist on requiring
fire-rated doors and automatic closures leading from the laundxy rooms to
the hallway nor on automatic closures for every apartment entrance door.
Ms . Bij j ani felt these measures were all necessary as long as there was
no proper �econd exit for each apartment , as required by code . She granted
that the floor plan of the buildings would make strict compliance extremely
difficult , in that it would be necessary to construct four separate exterior
stairways in each building in addition to the existing stairway exits , but
this made it even more important that any compromise should include every
possible precaution.
Mr. Tilton moved to deny the appeal for a waiver of the second exit require-
ment, with a proviso that a reasonable time be allowed for completxon of
second exits . For lack of a second, the motion was not put to a vote .
Ms . Bijjani c�nceded the point that the buildings were very well con-
structed of fire-safe materials , but the danger lay in a fire involving
the contents, and fireproof building construction could not provide safety
from smoke generated by a smoldering sofa, for example .

BOARD ACTION: Chairman Glassman moved that a variance of Section 13.03,
pertaining to fire safety requirements , be granted, on condition th at a
campletely integrated heat and smoke detection system be installed,
th at all doors leading into the stairwells be provided with automatic
closures , and that fire-rated doors with automatic closures be installed
in the laundry rooms at entrar_ces to the stairwells . Mr. Sawyer seconded.

PROCEEDINGS : Mr. Knutson said he would abstain from voting on this case
because he had made a bid on the installation of an alarm system on both
properties .
Mr. Commers said he was willing to have integrated alarm systems put in
both buildings , but he felt the city should then not insist on requiring
fire-rated doors and automatic closures leading from the laundry rooms to
the hallway nor on automatic closures for every apartment entrance door.
Ms . Bijjani felt these measures were all necessary as long as there was
no proper �econd exit for each apartment , as requi.red by code . She granted
that the floor plan of the buildings i,rould make strict compliance extremely
difficult , in that it would be necessary to construct four separate exterior
stairways in each building in addition to the existing stairway exits , but
this made it even more important that any compromise should include every
possible precaution .
Mr. Tilton moved to deny the appeal for a waiver of the second exit require-
ment, with a proviso that a reasonable time be allowed. for completion of
second exits . For lack of a second, the motion was not put to a vote .
Ms . Bijjani c�nceded the poirit that the buildings were very well con-
structed of fire-safe materials , but the danger lay in a fire involving
the contents, and fireproof building construction could not provide safety
from smoke generated by a smoldering sofa, for example .
