276622 WH(':E�, - CITY CLERK PINK - FINANCE 2 s`6622 CANARY - DEPARTMENT COUIICII ei.uE - _MAYOR G I T Y O F S A I N T PA LT L File N O. � • o cil Resolution . , Presented By Re erred To Committee: Date Out of Committee By Date WHEREAS, there is a continuing need for low-income residents of St. Paul to receive legal advice and representation in civil matters for which they cannot afford private counsel ; and WHEREAS, the National Legal Services Corporation pursuant to P.L. 93-355 as amended by P,L. 95-222 provides funding to legal services programs in Minnesota in order that they may provide such services to low-income Minnesotans; and WHEREAS, the Congress has found, at P.L. 93-355 Section 1001 (5) , that "to preserve its strength, the legal services program must be kept free from the influence or use by it of political pressures"; and WHEREAS, The St. Paul City Council supports the funding of the National Legal Services Corporation and oppose restrictions on the free exercise of independent professional judgment of legal services lawyers in representing low-income persons; and WHEREAS, the Reagan administration has announced that it will seek the abolition of the Legal Services Corporation, and an end to budget appropriations for legal services programs, in legislation in the United States Congress; now, therefore, be it RESOLVED, that the Congress of the United States pass legislation re- authorizing the Legal Services Corporation without restriction on the free exercise of independent professional judgment of legal services lawyers in their representation of low-income persons , and without restriction on the ability of legal services lawyers to pursue on behalf of their clients the same full range of legal remedies that an attorney in private practice would be able to seek on behalf of more affluent clients; and be it COUNCILMEN Requestgd by Department of: Yeas Nays Hunt Levine [n Favo[ — Maddox McMahon B sno�iter - __ Against Y Tedesco wlson Form Approved by City Attorney Adopted by Council: Date — Certified Yassed by Council Secretary BY By Approved by ;Nayor: Date _ Approved by Mayor for Submission to Council BY - - BY WNITE� - CITY CLERK ('�Y�?
