WHEREAS, The Legislature of the State of Minnesota is currently
considering revisions to Minnesota Statutes, Chapters 458 and 474,
under House File No. 22; and
WHEREAS, The Port Authority of the City of Saint Paul has
exercised powers of Chapter 474 as enacted in 1969 to finance com-
mercial facilities including hotels and motels, authorized under
provisions of Chapter 458, as incident to reclamation of marginal
lands in industrial development districts in the City of Saint Paul;
and
WFiEREAS, The successful completion of such projects financed
with industrial revenue bonds has been vital to the rejuvenation
of commercial development in the City of Saint Paul; and
WHEREAS, It is now proposed under House File No. 22 that the
Port Authority be prohibited from financing hotel and motel facil-
ities and that it be severely restricted in financing other commer-
cial facilities; and �
WHEREAS, The proposed revisions to Minnesota Statutes, Chapters
458 and 474 restricting the financing of commercial facilities in-
cluding prohibiting financing of hotels and motels is not in the
best interests of the City of Saint Paul and its citizens; now,
therefore, be it

RESOLVED, That the City of Saint Paul is opposed to House
File No. 22; and be it
FURTHER RESOLVED, That the City of 5aint Paul does not support
legislation that will prohibit financing of hotels and motels with
industrial revenue bonds under Chapters 458 and 474; and be it
FINALLY RESOLVED, That a copy of this resolution be transmitted
to the Ramsey County delegation.
