276611 WHITE - CITY CLERK PINK ^� FINANCE COl1IIC11 CA4iARY - DEPARTMENT G I T Y O F S A I N T PA LT L BLUE - MAYOR File NO.������� Council Res lution Presented By Refer ed To Committee: Date Out of Committee By Date WHEREAS, 1981 is the Child Care Council of Ramsey County's lOth year of service to our community; and WHEREAS, the "Week of the Young Child," sponsored by the Child Care Council , is an annual event when parents, teachers, and other concerned citizens and community groups are encouraged to reflect on the needs of young children, to examine how well we care for and educate our future parents and teachers, and to review our commitment to improve the well-being of all young children; and WHEREAS, as an aging society we have relatively few children, an overahundance of young adults, and a mounting number of elderly; and WHEREAS, during the opening decade of the next century, continually increasing social and economic demands will fall on a small contingent of workers and the very well-being of American society will be threatened; and WHEREAS, given this reality, today's children will be a scarce resource and a precious asset as adults in the early part of the next century; therefore, the welfare of today's children, especially those who are in most need of help, should be our highest priority, and their care and education must receive our full support; and WHEREAS, the large-scale entry of women into the labor force has been one of the most significant social and economic phenomenon of the century (approximately one-half of all women are in the labor force today, and by the end of the 80's their participation in the labor force may roughly equal that of inen); and WHEREAS, because more and more mothers of young children, currently 44 percent, are either beginning or returning to work shortly after the birth of a child, more mothers face the dual and competing roles of both worker and parent; and COUNCILMEN Yeas Nays Requestgd by Department of: Hunt Levine In Favor Maddox McMahon sno�ite� __ Against BY Tedesco wison Form Approved by City Attorney Adopted by Council: Date — Certified Yassed by Council Secretary By B� Approved by 1�lavor: Date Approved by Mayor Eor Submission to Council By _ By ��r���1 - z - WHEREAS, the demand for child care continues to show that parents are relying heavily on parental and informal child care arrangements, and there is an increasing demand for day care services in centers, family day care homes, and in-home care givers because there are more children needing care due to the high number of work- ing mothers; and WHEREAS, infants are the single largest group of children under the age of six years needing formal or informal care, and infants equal 4/5 of the initial entry group for several reasons: (1) one out of every three mothers (married and living with their husbands) with a child under the age of one year is in the labor force, and (2) the increase in the birth rate means that there are currently more one year olds, for example, than three year olds who have working mothers; therefore, the need for infant care can best be described as a "dynamic" demand; and WHEREAS, demographic, economic and social changes have changed American society and children have become more critical to our society's future survival than most Americans realize; and WHEREAS, because so many young children have working mothers, and because society has provided so little support for young children and especially young children needing child care, the need and demand for child care services and parent-consumer subsidies is not being adequately met by either the public or private sectors; and WHEREAS, because of the current influx of refugees into our community, these children, both dependent and unaccompanied minors, have child care needs which must be addressed; and WHEREAS, the risk in failing to provide quality care for young children has an enormous price--a generation with lost potential and a future society unable to maintain itself; now, therefore, be it WHITE - CITY CLERK CP.IpNK - FINANCE n B1UE RY'- MAYORRTMENT G I TY O F SA I N T 1 �U L COUIICII ����11 File N 0. Council Resolution Presented By Referred To Committee: Date Out of Committee By Date - 3 - RESOLVED, children should be our first priority, and meeting their needs, especially during the early and formative years, should be the highest concern of both public and private institutions, and that in the future we must encourage family care, assure access to formal child care services, assure that care in both formal and informal settings meets children's developmental needs, and promote parent, care giver and community awareness of the needs of young children in our society; and be it FURTNER RESOLVED, that the St. Paul City Council supports Mayor George Latimer's proclamation designating the week of April 5 through April 11, 1981, as the "Week of the Young Child."
