An administrative Resolution establishing the
title and class specification for Program
Administrator in the Civil Service Rules.
RESOLVED, that the Civil Service Rules be amended in Section
3. K (Professional-Administrative Supervisors Group), by inserting the
title of Program Administrator in Grade 24; and be it
FURTHER RESOLVED, that the Civil Service Rules be further
amended in Section 32 by inserting, in proper alphabetical order, the
attached class specification for Program Administrator.

PROGRAM ADMINISTRATOR
DESCRIPTION OF WORK
General State�ent of Duties: Performs highly responsible administrative and
professional work in directing projects and programs in the assigned area
of responsibility; directs the activities of assigned support units; and
performs related duties as required.
Supervision Received: Works under the general guidance and direction of a
division head.
Supervision Exercised: Exercises within the unit general administrative and
technical supervision directly and through subordinate supervisors over
professional, technical and clerical employees; exercises general technical
supervision over employees assigned to the unit on a project basis.
TYPICAL DUTIES PERFORMID
The listed examples may not include all duties perforned by all positions in
this class.
Pla�s and directs the implementation of major development pro�ects within
assigned area of responsibility.
Plans, directs and coordinates the implementation and operation of assigned
programs.
Directs the operation of assigned staff units such as design and engineering
services, relocation and real estate and similar support units.
Supervises, trains and assigns staff to specif ic projects; requests and assumes
direction of staff personnel from other divisions and departments as needed.
Monitors and evaluates progress of projects and programs and ensures
eff ectiveness of management performance and quality of work completed.
Determines and i.mplements policies and procedures relating to assigned
pro�ects and programs.
Establishes and monitors priorities, schedules and budgets; shif ts priorities
and resources as circvmstances change.
Coordinates assigned activities with other City divisions and departments,
with government agencies and with private developers and various business
and community groups.
Ma.intains fina.ncial records on all pro�ects, programs and operations.
Provides liaison and makes presentations to the Mayor, Council, business
and community groups.
Directs the preparation of reports and studies.

At its meeting of March 5, 1981 , the Finance Committee recommended approval
of the following:
1 . Resolution amendina Civil Service Rules �to place new division head titles
in Department of Planning and Economic Development in Unclassifaed Service
until June 1981 .
2. Resolution establishing exempt titles of Deputy Director-Housing, Deputy
Director-Development and Deputy Director-Business Revitalization in Department .
of Planning and Economic Development.
3. Resolution changing titles of Administrator of Planning and Administrator of
Gommunity Development to conform to titles created for other three division
heads in Department of Planning and Economic Development. �
4. Resolution abolishing title of Administrative Manager--Planning and Economic
Development, Section 3.K, except as to present incumbents.
5. Resolution deleting title and class specification for Director of Projects,
Grade 29, Section 3.K, of Civil Service Rules.
6. Resolution establishing title and class specification for Development Finance
Specialist, Grade 22, Section 3.J , Civil Service Rules.
7. Resolution establishing title and class specification for Program Administrator,
Grade 24, Section 3.K, in the Civil Service Rules. ,
8. Resolution approving budget amendments in CD Year VI to provide funds to assist
in implementation of City's Federal Labor Standards Compliance Program.

ACTION REQUESTED
We recommend your approval and submission of this Resolution to the City Council.
PURPOSE AND RATIONALE FOR THIS ACTION:
This resolution establishes the title and class specification for Program
Administrator in Grade 24 of Section 3. K (Professional-Administrative
Supervisors - Gradedj in the Civil Service Rules.
This class will be responsible for directing major development projects
and programs. The proposed department organization calls for three
employees in this classification.
