An administrative Resolution starring the
title of Administrative Manager--Planning
and Economic Development and abolishing
the specification in the Civil Service Rules.
RESOLVED, that the Civil Service Rules be amended in Section
3. K (Professional-Administrative Supervisors Group) by placing a
star (�j before the title of Administrative Manager--Planning and
Economic Development in Grade 24, and by adding at the bottom of
the page the following statement:
"This title is abolished except as to present incumbents. ";
and be it
FURTHER RE50LVED, that the Civil Service Rules be further
amended in Section 32 by striking out the class specification for Administrative
Manager--Planning and Economic Development.

At its meeting of March 5, 1981 , the Finance Committee recommended approval
of the following:

1 . Resolution <�;nendina Civil Service Rules to place new division head titles
in Department of Planning and Economic Development in Unclassifaed Service
until June 1981 .
2. Resolution establishing exempt titles of Deputy Director-Housing, Deputy
Director-Development and Deputy Director-Business Revitalization in Department
of Planning and Economic Development.
3. Resolution changing titles of Administrator of Planning and Administrator of
Corrsnunity Development to conform to titles created for other three division
heads in Department of Planning and Economic Development. -
4. Resolution abo7ishing title of Administrative Manager--Planning and Economic
Development, Section 3.K, except as to present incumbents.
5. Resolution deleting title and class specification for Director of Projects,
Grade 29, Section 3.K, of Civil Service Rules.
6. Resolution establishing title and class specification for Development Finance
Specialist, Grade 22, Section 3.J, Civil Service Rules.
7. Resolution establishing title and class specification for Program Administrator,
Grade 24, Section 3.K, in the Civil Service Rules.
8. Resolution approving budget amendments in CD Year VI to provide funds to assist
in implementation of City's Federal Labor Standards Compliance Program.

PURPOSE AND RATIONALE FOR THIS ACTION:
This resolution stars (Tj the title of Administ�ative Manager--Plarm.ing and
Economic Development in Section 3.K (Professional-Administrative Supervisors
Gr�up�abolishing this title except as to present incumbents.
This classi.fication will be discontinued in the new Department of Planning and
Economic Development organization.

ADMINISTRATIVE MANAGER--PLANNING AND ECONOMIC DEVELOPMENT
DESCRIPTION OF WORK
General Statement of Duties: Performs highly responsible managerial work
in directing the administrative services of the Department of Planning
and Economic Development; and performs related duties as required.
Supervision Received: Works under the general guidance and direction of a
department head.
Supervision Exercised: Exercises within the unit general sup�rvision directly
and through subordinate supervisors over professional, techaical and
clerical employees.
TYPICAL DUTIES PERFORMED
The listed examples may not include all duties performed by all positions in
this class.
Organizes, sets ob�ectives and directs the work of the Department's admin-
instrative service units.
Administers personnel functions for the Department including staffing,
affirmative action, training and development, counseling and the appli-
cation of pertinent laws, rules and regulations; recammends and processes
� employment and disciplinary actions.
Dfrects the accounting and financial activities of the Department and insures
that Departm�nt managers are supplied with the financial data necessary
for effective and efficient operatione
Directs the preparation of the Department budget and establishes and monitors
budget controls; recommends budget modifications to the Director as needede
Assists the Department Director in con�unction with the Division heads with
the formulation and execution of policy and procedures within assigned
areas of responsibility.
Directs the operation of the Graphics and Reproduction units.
Directs the staff which formulates and distributes public information materials
and haaalles media relations.
Prepares and directs the prepar�tion of regular and special reports pertaining
to departmental administrative operations.
Represents the D�partment at various city and public meetings.
KNOWLEDGES, SKILLS AND ABILITIES
Thorough knowledge of the Department's ob3ectives, programs and procedures.
Considerable ability to analyze and direct departmental fiscal operations
including accounting, budgeting and controle
Considerable ability tio deal effectively with personnel issues and problems.
Considerable ability to plan, organize and delegate work.
