C uncil Resolution Presented By Refe red To Committee: Date Out of Committee By Date WHEREAS, the City of Saint Paul has previously identified the implementation of programs for the conservation of non-renewable fossil fuel as a necessary public purpose, and WHEREAS, the City of Saint Paul recognizes that its homeowners and apartment owners are in a need of affordable financing to undertake the necessary energy conservation improvements, and WHEREAS, the City of Saint Paul recognizes that the rising cost of fuel has its greatest impact on low and moderate income households, and FURTHER, whereas, the City of Saint Paul has been informed that the Public Utilities Commission and Northern States Power Company are unable to target their resources to these households; now, therefore, be it RESOLVED, because of the City of Saint Paul 's desire to implement and coordinate programs, it agrees with the action requested by the Public Utilities Commission in their Resolution dated March 10, 1981, that the $1 million in tax-exempt revenue bond notes which will be guaranteed by Northern States Power Company may be lent for weatherization loans without regard to income.
