Section 2.
This ordinance shall be deemed a part of the Saint Paul
Legislative Code and shall be incorporated therein with the
appropriate fee adjustment in the sections above listed at the next
revision of said Legislative Code.
Section 3.
This ordinance shall take effect and be in force thirty (30)
days from and after its passage, approval and publication.

RE: License and Permit Fees
I am transmitting for Finance Committee review and City Council
approval an ordinance amending the fees for various city licenses
and permits. This ordinance rei�iects the changes in fees which were
accepted by the City Council when they adopted th�e 1981 general fund
budget financing plan. Prompt City Council action is necessary so
that the 1�81 fees collected will match the receipt estimates
adopted in the budget.
I strongly recommend the fee increases identified in this ordinance
and I will continue to advocate additional fee increases, where
appropriate, for other licenses and permits early next year. Because
non-property tax revenue raising is a high budgetary priority, city
staff will continue to bring to the Finance Committee recommendations
to increase fees for other licenses and permits. Bernie Carlson,
Joe Carchedi and Greg Blees will meet with you to decide which
licenses and permits requiring fee increases are most significant in
terms of budget revenue so that the Finance Committee can consider
future recommendations in priority order.
It is our intention to justify all recommended fee increases by
providing City Council members with an estimate of the direct and
indirect cost of services related to each license and permit. Staff
will also identify annual inflation indicators for each license and
permit so that future decision-making for fee increases can be made
more appropriately during annual budget adoption time.
Thank you for your continuous cooperation and support of budget
related actions which continue to minimize the use of property taxes.

I am Alan Levey, I am ,�anager of Alter Minnesota Inc.
subsidiary of Alter Metal Company.
I am speaking for myself , and the scrap metal processors
in the City of St. Paul, in my� capacity of Legislation Chairman
of the Northwest Chapter of the Institute of Scrap Iron and Steel.
The steel business in all its forms, is in serious trouble
at the present time along with many other businesses. The demand
for new steel has fallen drastically, and since scrap is tied
directly to new steel, the demand for our products has decreased
aloag�.with it.
Our costs of operation have risen dramatically, because of
fuel , lubricants, spare parts, etc. I
An increase of 100o in our license fee at this time seems
to us totally without foundation.
It is my understanding that our competition in Minneapolis
does not pay any license fee at all, thereby, giving us additional
costs that they don' t have to contend with. ,1-_ ��,..a��

We understand that the city must have funds to operate,� but
it seems to me that there ought to be a mechanism to raise these
funds through an organized process and not approach a particular
industry with what seems to be to us an abrit�.ry 100% increase.
For these reasons , I have previously stated, we are^�ed
to the increase.
