WHEREAS, Pursuant to Minnesota Statutes, �462.357 and �64. 210 of the Legislative Code, H. B. Fuller City Council Hearing: November 25, 1980 Dear Madam: This letter is written in response to the petition of H.S. Fuller to rezone property located at 2203 Carter Avenue from R-3 to P-1 to allow for off-street parking. The parking lot will be used for employee parking at Fuller's research division at Carter and Como Avenues. The Fuller Company proposes rezoning only the western plat as shown on the attached plat map of the site. The easterly parcel will be sold to the adjoining residence as additional side yard and will remain in the R-3 zoning district. On October 2, 1980, the Current Planning and Zoning Committee held a public hearing on this matter and on a vote of 5 to 0 recommended approval of the rezoning. The Planning Commission concurred with the Committee's recommendation on a vote of 15 to 0 at their October 10, 1980 meeting. Attached is a site plan showing the layout of the proposed parking lot with adequate landscaping and screening from adjacent residential uses. This matter is scheduled to be heard by the City Council on November 25, 1980. Just the westerly portion is proposed for rezoning. The property is across the a17ey from an existing commercially zoned area owned by H.B. Fuller. Across Carter is the St. Anthony Park Library. To the north and east are single family residential areas. The intersection of Carter and Como is the center of the St. Anthony Park commereial district. � D. ZONING ORDINANCE CITATION: Section 60.571 Intent: The P-1 Vehicular Parking District is intended to permit t e establishment of off-street parking lots to be used solely for off-street parking of private passenger vehicles as �a use incidental to a principal use. The district will serve a use district which has developed without adequate off-street parking. E. FINDINGS: 1 . The westerly portion is of adequate size for a P-1 parking zone (4000 square feet minimum). 2. The rezoning is in agreement with the St. Paul Land Use Plan, particularly in its careful .landscaping. 3. Proposed rezoning complies with the adopted District 12 Plan especi-ally as it _ provides needed parking along Como Avenue, yet does not detract from the residential character of Carter Avenue. 4. The use of a P-1 zone at this site will create a buffer between the commercial7y zoned area to the south and the residentially zoned areas to the north and east. F. STAFF RECOMMENDATION: Based on findings 1 through 4, staff recommends approval of the rezoning.
