1 WHEREAS, The City Council of the Ciry of Saint Paul, pursuant to Chapter 62 of the Administrafive Code
2 did hold a public hearing on November 10, 1999, in the City Council Chambers for the purpose of
3 establishing the level of street and alley maintenance to be performed in the City of Saint Paul and the amount
4 of service charges to be levied against benefited property; and
5 WITEREAS, The Department of Public Works did perform the 2000 street and alley maintenance services in a
6 manner as set forth and approved by the Ciry Council and described in the report of the Department of Public

9 WE�REAS, Pursuant to Chapter 62 of the Administrative Code, the Department of Public Works has

maintenance to be $16,251,276, a copy of such report has heretofore been delivered to the City Council; now,

Nofice is hereby gven that a Public Hearing will be held on the 4th day of October 2000 at 5:30 pm
in the Saint Paul City Council Chambers, City Hall and CourE House, Saint Paul, Minnesota. The
purpose of the Public Hearing is to mnsider the level of service street maintenance performed in
the City of Saint Paul in 2000 and to ratify the cost of such service to be chazged against benefited
property in accordance with Chapter 62 of the Admuustraflve Code.
The pazticular service has been performed and the estimated costs as proposed by the Department
of Public Works are as follows:
CLASS I-A - DOWNTOWN STREETS
Descri� on:
Class I-A service has been pexfoxmed on all downtown streets (face of curb to face of curb) within
the following boundaries: Kellogg Boulevard on the south and west, Eleventh Street on the north,
and Broadway on the east (except streets listed in Class I-B, Downtown Streets (Brick)).
2000 I,evel of Services:
The downtown streets have been swept three times per week and flushed five times per week. All
routine maintenance, including patching and repairing of stzeet surfaces, has been performed on
an as-needed basis.
Assessment:
All Class I-A service will be assessed at a rate o£ 3. 5 per assessable foot.
CLASS I-B - DOWNTOWN STREETS BRICK)
Description:
Class I-B service has been performed on all downtown brick streets (face of curb to face of curb):
St. Peter St., from Kellogg Blvd to Sixth St.; Wabasha, from Kellogg Blvd to Sixth St.; Fourth St.,
from St. Peter to Wabasha; Fifth St., from St. Peter to Wabasha; Sixth, from St. Peter to Wabasha.
2000 Level of Services:
The downtown streets have been swept three times per week and flushed five times per week. All
mutine maintenance, including patching and repairing of the brick street surfaces, has been

CLASS II - OUTI,YING COMMERCIAL AND ARTERIAL S'I'REETS
Descrintion:
Class II service has been performed on all ouflying commercial and arterial streets in the City.
These aze the major azteries in the City and have both heavy volumes of vehiculaz and pedesirian
traffic and, in most cases, have business oi commexcial properties fronting on them. Typical
examples would be as follows: Universiry Avenue, Snelling Avenue, West Seventh Street, East
Seventh Street, Rice Street, Payne Avenue, Arcade Street, SLUimzit Avenue, Grand Avenue, and
others. All of these Class II sfreets aze accurately defined on a map available for viewing in the
Depaztment of Public Works, 900 City Hall Aiulex.
2000 Level of Service:
The Class II streets have been swept or cleaned approximately 13 times per season. All routine
maintenance, including patching and repairing of street surfaces, has been done on an as-needed
basis.
Assessment:
Under Class II service there axe two assessment xates, one commercial and one xesidenrial. The
commercial property rate is 2.31 per assessable foot and the residential property rate is .OS per
assessable foot.
CLASS III - ALL RESIDENTIAL STREETS
Description:
Class III service has been performed on all residential streets including oiled streets, paved streets
and intermediate type streets.
2000 Level of Seroice:
Residential streets, including oiled, paved and intermediate streets, have received a thorough
cleaning in the spring which included sweeping and flushing. Patching and iepair woxk has been
done on an as-needed basis. A new policy was placed in effect in August 1997 regarding the
remaining total of 142 miles of oiled stxeets. This new policy called for one-fifth of the existing
oiled streets to be chip sealed each year in 1997, 1998,1999 and 2000. Street Maintenance will then
chip seal these oiled streets on a five year cycle until the oiled street is scheduled to be paved as
part of the Residential Street Paving Program. The street will then be added to our ten yeaz cycle
chip seal list. Approximately 41 miles of existing paved streets received a chip chip seal in 2000. In
the fall leaves will be picked up from these streets.
Assessment:
Under Class III service there are iwo assessment rates. The commercial property rate is 1.67 per
assessable foot and the residenflal property rate is 1.05 per assessable foot.

CLASS IV - ALL OILED AND PAVED ALLEYS
Descri�tion:
Class IV service has been performed on all oiled, paved and intermediate type alleys within the
City.
2000 Levelof Service:
All ofled, paved and intermediate alleys have been swept during the season. All routine
maintenance, including patching and repair of the alley surface, has been performed on an as-
needed basis. A new policy was placed in effect August 1997 regazding the remaining total of 910
oiled alleys. This new policy called for one-fifth of the e�sting oIled alleys to be chip sealed each
year in 1997, 1998, 1999, and 2000. Street Maintenance wIll then chip seal all oiled alleys in a 5 year
cycle. Approximately one-tenth of the paved alleys were chip sealed in 2000.
Assessment:
Under Class IV service, there aze two assessment rates. The commercial property rate is .S2 per
assessable foot and the residential pxopexty rate is .54 per assessable foot.
CLASS V AND VI - UNIMPROVED STREETS AND ALLEYS
Descri�rion:
Class V and Class VI service has been performed on unimproved streets and alleys. By
unimproved, we mean those streets and alleys that have not been developed for one reason or
another. They are platted City rights-of-way; however, the abutfing residents have never
petitioned for their impxovement nor have thexe been any assessments levied. Because they are
City rights-of-way, the City has the responsibility to perform mnumal zepairs and maintenance
work on them to reduce any hazards or poteniial hazards.
2000 Level of Services:
The maintenance and repair of these streets and alleys has consisted of patching, minor blading,
placing of crushed rock and other stabilized material in order to make them passable and xeduce
hazards.
Assessment:
Under Class V and Class VI service there are two assessment rates for each class. The wmmercial
property rate is .63 per assessable foot and the residential property rate is .42 per assessable foot
on unimproved streets. The commercial property rate is .32 per assessable foot and the residential
properry rate is .22 per assessable foot on
unimproved alleys.

Residential property on corner lots will only be assessed far the normal assessment
for the front of the lot.
Residenrial properties on outlying commercial and arterial streets will be assessed at
the residential rate 1.05 per front foot), commercial properties on residential streets
would be assessed at 1.67 per front foot.
Churches and church property would be assessed at the residential rate.
The assessment will be included on your property tax statement in 2001.

Residential streets, including oiled, paved and intermediate streets, have received a thorough
cleaning in the spring which included sweeping and flushing. Patching and iepair woxk has been
done on an as-needed basis. A new policy was placed in effect in August 1997 regarding the
remaining total of 142 miles of oiled stxeets. This new policy called for one-fifth of the existing
oiled streets to be chip sealed each year in 1997, 1998,1999 and 2000. Street Maintenance will then
chip seal these oiled streets on a five year cycle until the oiled street is scheduled to be paved as
part of the Residential Street Paving Program. The street will then be added to our ten yeaz cycle
chip seal list. Approximately 41 miles of existing paved streets received a chip chip seal in 2000. In
the fall leaves will be picked up from these streets.
Assessment:
Under Class III service there are iwo assessment rates. The commercial property rate is 1.67 per
assessable foot and the residenflal property rate is 1.05 per assessable foot.

City rights-of-way, the City has the responsibility to perform mnumal zepairs and maintenance
work on them to reduce any hazards or poteniial hazards.
2000 Level of Services:
The maintenance and repair of these streets and alleys has consisted of patching, minor blading,
placing of crushed rock and other stabilized material in order to make them passable and xeduce
hazards.
Assessment:

Descrintion:
Class II service has been performed on all ouflying commercial and arterial streets in the City.
These aze the major azteries in the City and have both heavy volumes of vehiculaz and pedesirian
traffic and, in most cases, have business oi commexcial properties fronting on them. Typical
examples would be as follows: Universiry Avenue, Snelling Avenue, West Seventh Street, East
Seventh Street, Rice Street, Payne Avenue, Arcade Street, SLUimzit Avenue, Grand Avenue, and
others. All of these Class II sfreets aze accurately defined on a map available for viewing in the
Depaztment of Public Works, 900 City Hall Aiulex.
2000 Level of Service:
The Class II streets have been swept or cleaned approximately 13 times per season. All routine
maintenance, including patching and repairing of street surfaces, has been done on an as-needed
