An administrative Resolution amending the Civil
Service Rules cancerning voluntary reduction.
RESOLVED, that the Civil Service Rules be amended in Section
16.E so that said Section 16. E shall read as follows:
"16.E VOLUN TARY REDUCTION
Any regular employee or any exnployee who is eligible
for reinstatement, may be reduced at his/her oum request,
either in rank or compensation or to a lower grade position,
provided the examination upon which the appointment of
such employee was based was of a character and standard
sub stantially to te st fitne s s to pe rform the dutie s of the
position to which such reduction is requested: ; or provided
that the reduction is to a classificatiari in which the employee
has previously held a regular appointment. " .

ACTION REQUESTED
We recommend your approval and submission of this Resolution to the City Council.
PURPOSE AND RATIONALE FOR THIS ACTION:
Resolution amending Section 17.B of the Civi.l Service Rules concerning
Transfers.
The purpose of this Resolution is to permit employees to transfer to
positions in classifications in which they have previously demonstrated
their ability to perform by having qualified in the examination, having
been appointed, and having served the City undcr such title.
