" BLU� !— MAVOR � �' Council Resolution Presented By Referred o Committee: Date Out of Committee By Date WF�REAS, the City of St. Paul will incur certain costs in regard to sewer service in 1981, and WI�REAS, the Department of Public Works estimates these costs as follows: Estimated 5ewer Service Costs Metropolitan Waste Control Commission Charge $ 9,781,488.00 Debt Payment Credit Deducted from MWCC Charge 93,937.00 Public Works Sewer Administrative and Maintenance 2,153,015.00 Water Utility Billing Costs 295,000.00 Total $12,323,440.00 RESOLVED, that pursuant to Section 231.02 of the St. Paul Legislative Code pertaining to Sewer Service Charges (as amended by Ordinance No. 14662, approved December l, 1970) and upon the recommendation of the City Administration, the Council of the City of St. Paul does hereby establish the amount and basis for Sewer Service Charges to be levied and collected during the year 1981. The rate shall apply to all sewer service bills rendered by the city from and after January l, 1981. The rate shall be: 1. $0.84 per 100 cubic feet for the first 100,000 cubic feet 0.815 per 100 cubic feet for the next 200,000 cubic feet 0.785 per 100 cubic feet for the next 200,000 cubic feet 0.75 per 100 cubic feet for the next 500,000 cubic feet 0.72 per 100 cubic feet for all over 1,000,000 cubic feet 2. Nygaard, Director of Public Works, with back- ground information and his recommendation. These rates must be approved by the end of the year in order to provide the city with adequate revenue to finance this critical service in 1981 . The proposed rates cannot be submitted for your approval any earlier in the year since we must await approval of the Metropolitan Waste Control Commission's budget and their subsequent submission of the cost allocation to the city. The proposed rate increase of 24� represents one of the largest that we have had. The high increase is due primarily to an increased cost from the Metropolitan . Waste Control Commission and a reduction of billing units of inetered water consumption. Even though our billing units of inetered water is reducing, our metered flow at the sewage treatment plant does not decrease at the same rate. This is due primarily to a probable increase in lake overflows which are included in St. Paul 's sewage quantity. Progress is being made towards realocating the cost of treating this storm water and will be discussed fully as another Councii agenda item the same day as this rate hearing. I recommend the approval of the resolution establishing the 1981 sewer service rate. Aside from inflation, there are two principal reasons for this increase; decreased city metered water consumption and increased charges from the Metropolitan Waste Control Commission. First, due to a 1981 projected industrial reduction of approximately 1,000,000 billing units (CCF) of city metered water consumption, the basis of our charges for sewer service, revenue in 1981 will decrease substantially over 1980. �O . �� � ��r�.�� }'�„� Honorable George Latimer -2- December 12, 1980 Secondly, the 1981 Metropolitan Waste Control Commission charges have increased 17� over 1980 charges. In addition to this increase, the city received a credit of $628,292 in 1980 for overpayment of 1978 charges. The credit in 1981, for overpayment of 1979 charges, is $195,237. Since establishing a sewer service charge based on volume in 1971, the city has maintained a step rate structure. Consistent with this policy, the following rates are recommended for 1981.
