Water Ccxrmissioners has a lien in the airr�unt of $111.60 as of Febru�-try 5, 1980. The
listsd contract purchaser is A. & S. Properties, 8100-12th Avenue S., Blocxnington, NY�T
55420. Unlist�ed Purchasers are Thomas C. Auel, 9419 Chicago, Ave. Minneapolis, NIl�T 55420;
Gar.y Schmi.dt, 2991 Wooc�ridge, St. Paul, NIl�T 55113; and William E. Lange, 9134 Fawn Lake
Drive, Stacy, NIl�T 55079.
WF�REAS, the Division of Housing and Building Code Ehforo�nt, on behalf of the
City Council did notify by mail the above noted parties of interest at their last ]ma�m

WF�EZE�.S, a public hearing was held by and befare the Council of the City of Saint Paul
in the Council Chamber of the Court House in said City at 10:00 a.m. on Thursday,
Dec�ember 11, 1980 tA oonsic3er tY� advisability and neaessity of ordering the correction or
wreck�.ng and removal of said structure on the above described praperty inasmuch as said
structure is report�ed tA oonstitut�e a hazard to public health, safety and welfare;

spection reports and the re�ndation of the Bui.lding Departrnent, it is further deter-
mined that the abov� builcling oonstitutres a hazardous builcling within the c�efinition of
Ivli nnesota. 5tatutres 463.15 for the follaaing reasans:

2. This building had been badly damaged by fire in October, 1980.
3. The roof has partially oollapsed.
4. The builcling is currently boarcied and secured;
5. The conditions outlined above oonstitute a public hazard;
6. The awr�r has made no atte.mpt to satisfactorily repair the damage;
7. The oontinued vacant and boarded up condition contributes a blighting in-
fluence on the neighborhood;

RESOLUED, That in acoordanoe with Minnesota Statutes 463.15 through 463.25, and
based. tipon the foregoing findings of the City Co�cil, the Co�cil of the City of Saint
Paul does hereby make the follaaing Order:

l. The awner of the above described building shall make the sa¢�ue safe and not
cletrimental to the public peace, health, safety and welfare by having the said building
raz+ed and tl�e materials therefran rempved fro�n the premises within thirty (30) days
from the dat�e of the servioe of this Orc7�x;
2. Unless such aorrective action is tak�en to coanply with this Order or an answer
served upor� the City of Saint Paul and filed in the office of the Clerk of the District
Court of Ramsey Co�ty, Minnesota witYu.n tw�e.nty (20) days froqn the date of the service
of tYiis Orcler, a N�otion for s�nary enforoement of this Order to raze and remr�ve the
said builcling will be mad� to the Ramsey County District Court;
3. In the event that the building is to be razed by the City of Saint Paul pur-
suant t�o judc�rent of the District Court, all personal property or fixtures of any kind
whic,h may unreasonably interfere with the razing and retroval of this building shall be

Inasmuc.h as the conditions outlined above constitute a public hazard and the owner
has made no attempt to satisfactorily repair the damage despite our warnings, and
the continued va.cant and boarded up condition contributes a blighting influence on
the neighborhood, it is the recommendation of this Division that this ma.tter be
. referred to the City Attorney's office for ra.zing and removal through District
Court proceedings.
