WHEREAS, The City of Saint Paul Capital Improvement Budget and Program, as approved for 1980, �
provides for the replacement of the deteriorated concrete deck, sidewalks and railings on the
existing FOREST STREET BRIDGE over the tracks of the Chicago Northwestern Transportation
Company and the Burlington Northern Inc. , said bridge known as Bridge No. 5962, and
WHEREAS, The Council of the City of Saint Paul did conduct a public hearing pertaining to the
said improvement and upon consideration of all objections and recommendations did order that
the improvements be made per Resolution, Council File No. 275145, and
WHEREAS, it is proposed to increase the width of the roadway on the bridge to 32 feet which will
provide for one lane of traffic in each direction, with no parking to be allowed on the bridge,
even though the widths of the existing roadway, on the approaches to said bridge, are 40 feet
which provide for one lane of traffic and one lane of parking in each direction, and
WHEREAS, The Office of State Aid, Minnesota Department of Transportation requires that the
standards for Federal Aid Secondary Projects be applied on all State Aid projects, and said
standards state that "no bridge or culvert structure will be constructed that has a lesser
roadway width than the full width of the approach roadway", and
WHEREAS, The projected traffic count is not deemed sufficient to necessitate the expensive
substructure widening which would be required to further increase the roadway width on the
bridge, be it therefore
RESOLVED, That the Director of the Department of Public Works is directed to request the
Commissioner of Transportation for approval of variance in regard to the 32 foot width on
said bridge.

PURPOSE AND RA710P;ALE FOR TH1S ACTlON: �
We are requesting Federal Bridge Replacement and Rehabilitation Funds for
replacement of the deck on the referenced� bridge. FHWA has approved a request
for a variance in the bridge roadway width from their Standard, but as the roadway
is on the State Aid System, MnDOT is now requiring that the request be processed
through them in accordance with their new xules. It appears the rules require a
Council Resolution authorizing the request.
