RESOLVED, That upon execution and delivery of a release in full
to the City, in a form to be approved by the City Attorney, the
proper City Officers are hereby authorized and directed to pay
out of the Tort Liability Fund 09070-511-000 , to:
1. Mrs . Steven Froslie the sum of $36 .54 in full settlement of
her claim o� damages sustained on or about August 26, 1980 ,
as more particularly set out in the Notice of Claim filed in
the City Clerk 's office on October 9 , 1980 .
2 . Timothy E. Kelly the sum of $96 .00 in fu].�. settlement of his
claim of damages sustained on or about April 16 , 1979 , as
more particularly set out in the Nota,ce of Claim filed in
the City Clerk 's office on December 12 , 1980 .
3. Peggy Lynch, Agent for Char],es Lynch, Txustee 4� Estate of
Mary McEneany, the sum of $162 .00 in �ull settlement of her
claim of damages sustained on or about December 18, 1979 , as
more particularly set out in the Notice of Claim filed in
the City Clerk's office on January 29 , 1981.

CLAIMS AGAINST CITY OF SA�NT PAUL
BY MRS . STEVEN FROSLIE, TIMOTHY E.
KELLY, AND PEGGY LYNCH, AGENT FOR
CHARLES LYNCH, TRUSTEE OF ESTATE OF
MARY McENEANY
Claimant, Mrs . Steven Froslie, rec�uests reimbursement for medical
bills incurred when her son, Brett M. Froslie, was bitten by a
loose monkey at Como Park Zoo on August 26 , 1980 . The monkey was
being returned to the zoo from Camp Courage and escaped through
a hole in its cage. This office approves the settlement of
Mrs . Froslie 's claim in the amount of $36 .54 .
Claimant, Timothy E. Kelly, requests reimbursement for his wallet
which was lost by the Saint Paul Pclice Department when he was
arrested on April 16 , 1979 . An Internal Affairs investigation
found that it is nossible that the wallet may have been lo�t either
in the house or on the way to the squad at the time of the arrest.
This office approves the settlement of Mr. Kelly 's claim in the
amount of $96 .00 .
Claimant, Peggy Lynch, Agent for Charles Lynch, Trustee of the
Estate of Mary McEneany, requests reimbursement for the doors that
were damaged on the house owned by l�ary McEneany. Ms . McEneany 's
brother was living in the house at the time of his death and the
coroner and the Saint Paul Police Department broke the door down
when they entered the house to investigate the circumstances of
the death. Ms . Lynch sued in the City in Ramsey County Conciliation
Court and won the judgment against the City in the amount of
$602 . 86 . The City appealed the case to Ramsey County T4unicipal
Court and Ms . Lynch accepted a settlement offer of $162 .00 in
order to avoid further costs that would be incurred in a court
trial. This office approves the settlement of Ms. L_ynch's claim
in the amount of $162 .00 .
