RESOLUTION OF THE COUNCIL OF THE CITY OF SAINT PAUL,
MINNESOTA APPROVING AND AUTHORIZING THE FILING OF AN
APPLICATION FOR AN URBAN DEVELOPMENT ACTION GRANT FOR THE
SAINT PAUL/MINNEAPOLIS JOINT ENERGY UDAG
WHEREAS, Saint Paul is eligible for grant assistance under the Urban Development
Action Grant Program (UDAG) of the Community Development Act of 1977; and
WHEREAS, the Saint Paul/Minneapolis Joint Energy UDAG has been reviewed and approved
by the Planning Corixnission; and
WHEREAS, the required public hearings upon said application have been held; now,
therefore, be it
RESOLVED, that the Council of the City of Saint Paul does hereby approve the filing
of the Application for an Urban Development Action Grant for the Saint Paul/Minneapolis
Joint Energy Project and the project and activities therein proposed; and be it
FURTHER RESOLVED, that Mayor George Latimer, as Chief Executive Officer of the
City, is hereby authorized and directed to submit said Urban Development Action Grant
Application to the Department of Housing and Urban Development in such form as prescribed
by the regulations of said Department; and be it
FINALLY RESOLVED, that the Mayor, or his designated representative, is further
authorized to execute and submit to the U.S. Department of Housing and Urban Development
any assurances, certifications, or additional information that may be required by said
Department during their review of the City' s Urban Development Action Grant and
Application for Federal Assistance.

RE: UDAG APPLICATION FOR SAINT PAUL/MINNEAPOLIS JOINT ENERGY PROGRAM
ACTION RE UESTED:
Authorization to submit UDAG application to the U.S. Department of Housing
and Urban Development
PURPOSE AND RATIONALE FOR THIS ACTION:
To authorize the submission of a UDAG application for an energy conservation
program through the financing of weatherization and rehabilitation of Saint
Paul residential units. The Program involves public utility and City
participation utilizing bond proceeds and UDAG Funds. This action seeks
authorization only for submission of the grant applieation for the UDAG portion.

At its meeting of Janu�ry 22, 1981 , the Finance Committee recommended approval
