RESOLUTION OF THE COUNCIL OF THE CITY OF SAINT PAUL, P+IINNESOTA
APPROVING AND AUTHORIZING THE FILING OF AN APPLICATION FOR AN
INNOVATIVE GRANT UNDER THE COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM FOR THE SAINT PAUL NEIGHBORHOOD ENERGY CONSERVATION
PROGRAP�I
WHEREAS, Saint Paul is eligible for grant assistance under the Innovative Grant
Program authorized by the Housing and Community Development Act of 1974; and
WHEREAS, Saint Paul has been invited by the Department of Housing and Urban
Development to submit an application for funding under said Innovative Grant Program;
and
WHEREAS, the Saint Paul Neighborhood Energy Conservation Program has been reviewed
and approved by Advisory Corr�nittee on City Energy Issues; and
WHEREAS, the required public hearings upon said application have been held; now,
therefore, be it
RESOLVED, that the Council of the City of Saint Paul does hereby approve the
filing of the Application for an Innovative Grants Program Grant for the Saint Paul
Neighborhood Energy Conservation Program and the projects and activities therein
proposed; and be it
FURTHER RESOLVED, that Mayor George Latimer, as Chief Executive Officer of the
City, is hereby authorized and directed to submit said Innovative Grants Program
Application to the Department of Housing and Urban Development in such form as
prescribed by the regulations of said Department; and be it
FINALLY RESOLVED, that the Mayor, or his designated representative, is further
authorized to execute and submit to the U.S. Department of Housing and Urban Development
any assurances, certifications, or additional information that may be required by said
Department during their review of the City' s Innovative Grant Program Application for
Federal Assistance.

ACTION REQUESTED:
Authorization to submit Innovative Energy Grant Appiication� to the
U.S. Department of Housing & Urban Development
PURPOSE AND RATIONALE FOR THIS ACTION:
--Of 352 preapplications submitted, Saint Paul was one of 17 invited by HUD
to submit full applications for consideration
--Requested fundfng is $500,000 for two years for the operation of neighborhood
energy companies in four Saint Paul neighborhoods and for the support of the
Tool Lending Library
--Authorization to submit the application and to make the required certifications
is sought
