WHEREAS, a St. Paul Downtown Dime Zone has been in effect with the
Metropolitan Txansit Commission (MTC) since 1974, and
_ WHEREAS, the Downtown Dime Zone has proven successful for the economic
vitality of St. Paul and has increased transit ridership in the central
business district, and
WHEREAS, St. Paul entirely contracts and services the area with th�
Shoppers/Fringe Shuttle Bus Program, and
WHEREAS, such pxogram is paid fox through city public and private
dollars, and
WHEREAS, the MTC is proposing increasing the Downtown Dime Zone for
Minneapolis and St. Paul, and
WHEREAS, the additional revenue from such increase is proposed to
subsidize the Minneapolis �one and QT bus service, and
WHEREAS, consistency of programs, services and costs axe encouraged
for the downtown internal transit systems, and
WHEREAS, the proposed increase and plan does not equitably address
the philosophy and actions of St. Paul, therefore be it
RESOLVED, that the City of St. Paul go on record as opposed to the
Downtown Dime Zone fare incxease, and be it further
RESOLVED, that the City of St. Paul encourage the NffC and City of
Minneapolis to reevaluate the QT and Downtown Zone progxams considering
greater participation and cooperation of the Minneapolis private and
public sections.
