RESOLUTION AUTHORIZING PROPERTY ACQUISITION
MINNEHAHA HOUSING SITE, THOMAS-DALE/CAPITOL
AREA DISTRICT 7
WHEREAS, the City Council has approved Co►r�nunity Development Block Grant Year VI
Program and Budget by Resolution, Council File No. 274519, adopted March 6, 1980; and
WHEREAS, said Program provides for the acquisition and demolition of substandard
structures in the Thomas-Dale/Capitol Area for the purpose of removing conditions of
deterioration and the development of new housing units; and
WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul , Minne-
sota (HRA) , made certain determinations respecting building conditions and necessity
to acquire and demolish the properties in said Development Area under the Program; and
WHEREAS, on January 13, 1981 , the City Council conducted a public hearing on the
proposed acquisition, in order that the property owners may attend and indicate their
opposition or support for this proposed acquisition proposal .
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Saint Paul , in view of
the foregoing hereby adopted as findings that the public acquisition by HRA of the pro-
perties identified as Parcels 20-3 at 508 West Minnehaha; 20-4 at 510 West Minnehaha;
20-5 at 512 West Minnehaha; 20-6 at 514-538 West Minnehaha; and 20-7 at 542 West Minne-
haha, Saint Paul , Minnesota, in the Minnehaha Housing Site Area, Thomas-Dale/Capitol
Area District 7, under provision of the Community Development Program Year VI, is hereby
approved upon a determination and redetermination hereby made that the financial assist-
ance to be provided under the Community Development Program is necessary to enable the
Program to be undertaken in accordance with the Program, that the land in the develop-
ment area, herein identified, would not be made available for redevelopment without such
financial aid, and that the public acquisition, elearance and sale for private redevelop-
ment of said properties is necessary and in the public interest and welfare in order to
eliminate conditions of blight and deterioration.

RESOLVED FURTHER that the Relocation Plan considered and approved with the Program,
established capability to relocate persons and families displaced by this acquisition,
approved by Council File No. 274519, is hereby redetermined and approved.
RESOLVED FURTHER that (1 ) the proposed acquisition is necessary to carry out public
improvements in the area, that such acquisition will contribute to the elimination of
blight or deterioration within the area, and that such acquisition is necessary to re-
lieve hardship; and that (2) there is a feasible method �or the relocation of families
and individuals to be displaced by the proposed acquisition.
RESOLVED FURTHER that (1 ) the land in the project area would not be made avail-
able for redevelopment without the financial aid to be sought; (2) the redevelopment
plans for the redevelopment areas in the locality will afford maximum opportunity,
consistent with the sound needs of the locality as a whole, for the redevelopment
of such areas by private enterprise; and (3) the redevelopment plan conforms to a
general plan for the development of the locality as a whole.

TRICT 6, SAINT PAUL, MINNESOTA
NOTICE IS HEREBY GIVEN of a PUBLIC HEARING before the COUNCIL OF THE CITY OF SAINT
PAUL, in the Council Chambers, City Hall , 15 West Kellogg Boulevard, Saint Paul ,
Minnesota, on Tuesday, January 13, 1981 , at 10:00 a.m. , Central Standard Time, upon
the proposal of the Housing and Redevelopment Authority of the City of Saint Paul ,
Minnesota, to acquire by purchase or exercise the power of eminent domain, all par-
cels or tracts of land on West Minnehaha, as identified below, under provisions of
the Community Development Program Year VI , Saint Paul , Minnesota, and the Redevelop-
ment Plan therefor as a part of the Minnehaha Housing Site Redevelopment Area, Dis-
trict 7.
Upon said Public Hearing,� the Council shall consider whether the acquisition of the
properties identified by parcel number and street address as follows:

RIZING SCHEDULING OF A PUBLIC HEARING BE-
FORE CITY COUNCIL AND SUBSEQUENTLY PRO-
CEED WITH ACQUISITION IN THOMAS-DALE/ �
CAPITOL AREA DISTRICT 7
WHEREAS, by its Resolution No. 80-5/14-10, adopted tlay 14, 1980, the Housing and
Redevelopment Authority of the City of Saint Paul , Minnesota, made certain findings and
determinations and approved the Redevelopment Plan for Community Development Program
Year VI, and program activities and budget therein identified and contained; and
WHEREAS, the Community Development Program Year VI budgeted monies and programmed
activity for acquisition and demolition of substandard structures and relocation of oc-
cupants for the purpose of removing conditions of deterioration and development of new
multi-family and single family housing in the Thomas-Dale/Capitol Area District 7; and
��IHEREAS, the Community Development Program Year VI left for futu e determination
and public hearing the identification of specific properties to be acquired as a part
of the said clearance and redevelopment area and activity; and
WHEREAS, staff has completed inspections and condition reports on four structures �
in Thomes-Dale/Capitol Area District 7 and identified them as substandard, along with
a request to pick-up two vacant lots, which when placed together will make a viable
housing site; and
WHEREAS, the Board of Commissioners has reviewed a recommendation for acquisition
and clearance of these four structures, along with two vacant lots, identified as Par-
cels 20-3, 20-4, 20-5, 20-6, and 20-7, along with a request to authorize the scheduling
of a public hearing upon said acquisation before the Council of the City of Saint Paul.
NObJ THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of the City
of Saint Paul , Minnesota, as follows:
1 .) That the structures identified in Attachment 1 attached hereto and made a
part hereof, are substandard and blighted to a degree warranting clearance.
2.) That the acquisition of the properties identified in Attachment 1 is neces-
sary to eliminate existing conditions of blight, substandardness or deterior-
ation, which properties do not appear capable of redevelopment without public
� assistance in acquiring, clearing and the sale for private redevelopment for
h4using uses at its value for such uses in accordance with the Redevelopment
Plan. .
3. ) That subject to the approval and authorization of the Council of the City of
Saint Paul , after public hearing upon the proposed acquisition, the acquisition
of a fee title to the properties identified in Attachment 1 by the Nousing and
Redevelopment Authority of the City of Saint Paul , Minnesota, is hereby approved.
FURTHER 6E IT RESOLVED, that the Executive Director is hereby authorized to schedule
" a public hearing before the Council of the City of Saint Paul , and to take all necessary
actions in connection therewith including the preparation and publishing of required no-
tices, all in accordance with applicable law and the purposes of this Resolution.
