RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

The Council of the City of St. Paul will hold a public hearing in the Council
Chambers of the City Hall and Courthouse (third floor) at 10:00 A.M. on
October 14, 1980 on the advisability of the proceeding with the following
City project: �
Construct a 6 inch water main in SUBUR$AN AVENUE from approximately
273 feet East of Frank Street Co approximately 573 feet East.
Also, construct a sanitary sewer in SUBURBAN AVENUE from 245 feet
East of Frank Street to 550 feet East of Frank Street. Also,
sewer service connections. �

you and discuss this proposed improvement in Room 218 City Hall from 9;30 to

While the City Charter requires that we notify you of the hearing, we want to help
you to learn fully about any improvements that could affect you or your cammunity.

ADVISABILITY AND DESIRABILITY
PROJECT �
Grade and pave SUBURBAN AVENUE from F�ank Street to 600 feet East.
Also, open, widen and extend SUBURBAN AVENUE to a width of 60 feet from
Frank Street to approximately 600 feet East by condemning and taking a per-
manent street easement.
Also, condemning and taking an easement in the land necessary for the
slopes, cuts and fills, including the right of removal of lateral support
from subject land or remainder thereof, occasioned by excavations thereof
or construction of slopes in the grading and paving of SUBURBAN AVENUE
from Frank Street to approximately 600 feet East.
Also, construct a 6 inch water main in SU6URBi4N AUENUE from approximately
273 feet East of Frank Street to approximately 573 feet East of Frank Street.
Also, construct a sanitary sewer in SUBURBAN AVENUE from 245 feet East of
Frank Street to 550 feet East of Frank Street. Also, sewer service connections.
INITIATING ACTION
This Project is being initiated by a Petition signed by 4 of the 18 abutting
property owners.
EXISTING CONDITIONS
The roadway is an unimproved dirt trail and serves 6 homes plus several g�rages.
Sanitary sewer and water main were extended in 1979 from Frank Street to
approximately 250 feet East. The existing right-of-way varies from 30 to GO
feet wide. Recently, the Public Works Department placed an asphalt mat on the
center of the road to control the erosion.
PROPOSED IMPROVEMENTS
This proposal includes opening the street to GO foot width and creating a
� cul-de-sac for turnaround purposes. Sewer and water will be extended to the
cul-de-sac. The street will be paved with bituminous surfacing and concrete
curb and gutter.
ALTERNATES
The limits of construction could be cut back to serve only the most easterly
Petitioner (approximately 250 feet) . The assessment rate for this alternate
would be somewhat higher since there would be fewer people to share the cost
of the storm sewer.
The Project could be extended further than proposed. If this is considered,
it should be extended all the way to Johnson Parkway because of drainage
co�siderations.
Do nothing. This would not create serious problems, but would allow the
erosion to continue.
TIME SCHEDULE
If this Project is approved, construction could be started and completed in
1981 . �

Sewer service connections are to be in addition to the above at actual cost per
connection. The estimated cost per connectio� is $950.00.
Water service connections will be installed and assessed at the prevailing rates
at the time of construction. The present rate is as follows :

SUMMARY AND RECOMMENDATIONS
Extending this Project easterly to Johnson Parkway would require a new
hearing and notifying all property owners along the extension. This would
also have extensive cut and fill sections wf�ich would require abutting
properties to do extensive grading to gain access to the road. It is not
recommended at this time.
Doing nothing will not create serious problems , but it will allow the
muddy conditions and erosion to continue. This alternate is not recortwnended.
Shortening the Project limits to approximately 230 feet East of Frank Street
will serve all of the properties that have signed the Petition. The
properties further to the East will still be able to use the unimproved
portion of the street as access to their garages. The Department would
recommend this alternate. ,
The Project as originally proposed will serve the most property for the
lowest rate, but some of the lots on the Northeasterly end of the Project
would have questionable use of the new street because of the severe grade
differential . The Department of Public Works would also recommend this
proposal .
